Hiring Department TRIO Student Support Services TRIO/Student Support Services is a U.S. Department of Education grant-funded program, providing comprehensive academic support services to students who are first-generation college students, come from a low income household, and/or have a disability. The Director will assist with informing the campus of the SSS goals/objectives, achievements and establishing collaboration with all stakeholders to serve first generation, low income, and disabled transfer students. The primary objectives for this TRIO grant are increasing retention of students served; increasing the number of students served who are in good standing; and increasing degree completion. The Director will ensure correct and proper reporting to the US Department of Education in collaboration with the PI. Responsibilities

Directs the development and integration of student support services to support the teaching programs of a college or school. Directs financial, operations and personnel activities of a student support services area such as admissions, residential life, counseling services or student employment.

  • Applies understanding of the organization and how own function integrates with others to achieve functional and Federal TRIO and university objectives
  • Provides technical guidance to employees and colleagues inside and outside the function
  • Guides and assists other managers as necessary
  • Develops and administers policies and practices for the function, aligning with Federal TRIO and university policies and practices
  • Manages and oversees financial and operational activities of the Federal SSS TRIO grant
  • Adapts functional plans, priorities. budgets, etc. to meet short- and long-term service and/or operational objectives/goals and address any resource and operational challenges
  • Identifies and solves highly technical and operational problems
  • Understands and recognizes broader impact across the function and university
  • Impacts the team’s ability to achieve service, quality and timeliness of objectives by providing expertise and leadership
  • Guides and influences others either internally or externally to adopt a different point of view
  • Establishes and maintains relationships outside of the function
  • Able to work some weekend/evening hours as necessary

Key Responsibilities

  • Supervises and coordinates all Federal TRIO grant project components.
  • Ensures the TRIO SSS Program is implemented in full Federal TRIO SSS Program regulations and all other applicable Federal regulations and requirements
  • Oversees participant assessment, monitoring, implementation of services and activities
  • Administers the budget, approves expenditures, monitors line items, and reconciles the budget with the PI and Business Fiscal Manager
  • Develops implements and monitors administrative and professional policies, procedures, and standards for the project and in alignment with campus policies
  • Leads effective marketing and recruitment efforts of prospective students and all stakeholders
  • Oversight for all department hires of SSS staff
  • Serves as the SSS liaison to all campus units and departments offering services
  • Works with all campus colleges and departments to monitor participant retention and develop policies that will enhance student retention
  • Inform academic, administrative, and service units at UMSL of SSS objectives and procedures
  • Maintains a close liaison with campus programs and community agencies that assist in student referrals and monitoring
  • Prepares Annual Performance Reports for the Department of Education and reporting campus unit
  • Evaluates the effectiveness of the project and its services
Minimum QualificationsA Bachelor’s degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary Preferred Qualifications
Master's degree in higher education, counseling, educational leadership and policy studies are preferred
  • Possesses expanded conceptual knowledge of the student support services function and broadens capabilities
  • Operate computer equipment and a variety of computer software programs such as Blumen, Microsoft Word, Excel, Powerpoint, etc
  • Outlook (e-mail distribution, email distribution and calendar)
  • Communicate clearly and effectively, both orally and in writing; exercise professionalism through tact and discretion when conducting business with students
  • Establish and maintain cooperative working relationships with those contacted in the course of daily operations
  • Experience in gathering and analyzing a variety of data related to the academic and financial needs as well as the educational and social background of students
  • Demonstrated experience with budgeting, student services and program evaluation
