DescriptionThe University Research Services Administration (URSA) division is Georgia State University's research support resource for all grants and contracts activities, compliance and laboratory safety. Within URSA, the Office of Sponsored Proposals and Awards (OSPA) department is comprised of four sponsor-specific teams which will provide the Georgia State research community with sponsor-specific expertise focused on proposal submission and award management by creating a distributed/shared administrative structure that will be implemented across all colleges. OSPA will foster a collaborative environment by building partnerships between OSPA and academic units, reducing process steps and expediting all tasks, especially award set-up, reviews all proposals for sponsored awards for completeness and verifies that all approvals have been obtained or applied for and award management. Additionally, OSPA other strategic efforts will include concentrated management and mentoring of all research administration staff enhancing delivery of professional services.  OSPA seeking to hire a Research Financial Officer. 


This scope of responsibilities will include these essential duties but is not limited to the following,

  • Prepares monthly, quarterly, and annual bills and invoices.  This includes peforming the quarterly audit of purchase card transactions on sponsored accounts; assists with documentation of required cost sharing; reconciles accounts to the General Ledger and the awarded budget or contracted rates; monitors expenditures and transactions on assigned projects; monitors assigned projects for financial compliance with applicable Federal, State, and University laws, policies and procedures, and recommends appropriate solutions to maintain compliance; coordinates effort reporting and certification process compliant with the Uniform Guidance.

  • Cross-trains to understand responsibilities of Senior Institutional Officers.  Once trained, handles core responsibilities of that position as needed and directed by supervisor.  This includes monitors and mentors less senior central office and distributed research administrators, formally provides information to manager to assist in managerial evaluation of less senior personnel; provides guidance to distributed university research staff as appropriate to the level of responsibility inherent in the position

  • Establishes sponsored awards in the financial system according to award guidelines and specifications.  This includes completes project closeout activities; contacts sponsors regarding uncollectible amounts and assists in resolution of accounts receivables; assists int eh annual closeout of the research financial accounting ledger; records deferred revenue and receivables accrual at year end close, as required; assists in the coordination and resolution of the annual A-133 audit and periodic site audits and reviews conducted by sponsoring agencies.

  • Prepares and submits quarterly, annual, and final financia reports as specified in award documents or contracts. This includes serves as expert resource for university personnel; processes letter of credit drawdowns for sponsored projects.

  • Participates in training for faculty, staff, and students.

  • Perform other professional duties assigned or requested.



QualificationsBachelor's degree in Business, Accounting or Finance and four years of university or non-profit/government fiduciary experience; or a combination of training and related experience. One year supervisory experience required.

The university announced in April 2008 that is will begin Division I-AA football in 2010.
