Job Description:


Basic Function and Responsibility:


Provide leadership and program management within the Adult Education program. Lead the development of a career and college-focused culture through the implementation of transition activities for Adult Education students who wish to prepare for the HSE (GED) tests and general Adult Education students who wish to secure employment and/or enroll in college-level classes. The position also provides leadership over instructors, Evening High School Program staff, and Transitions Coordinator(s).


Characteristic Duties and Responsibilities:


  • Lead the design, development, and management of Adult Education HSE/GED programs at multiple site locations.
  • Recommend and develop curriculum and instructional strategies appropriate to the learning needs of the ABE/GED level target group. Select, purchase, and disseminate appropriate instructional materials and software.
  • Monitor and implement standardized intake and testing procedures, as well as other assessment tools to comply with the Illinois Community College Board and college requirements.
  • Recruit, interview, and select candidates for instructor positions. Assign, supervise, and evaluate instructors.
  • Provide staff development opportunities for ABE/GED instructors to enhance job performance, promote student success, and satisfy grant funding requirements. Provide assistance and training with technology and remote instruction as needed.
  • Identify barriers to students' educational progress and refer students to internal or external professional services, as appropriate.
  • Assist in the preparation of grant proposals, state reports, APC 535 plan, and other data as required for analysis and program improvement.
  • Navigate DAISI database to monitor student records and teacher entries; work with Data and Operations teams to reconcile issues; train teachers; generate reports and queries.
  • Assist in the monitoring of AEL grant expenditures/budget.
  • Meet with ABE/GED students and arrange classroom visits to inform them of OCC educational and employment opportunities.
  • Institute orientation processes that outline program expectations, assist students in setting appropriate goals, and inform them of educational and employment opportunities.
  • Identify community resources and promote cooperation within the community to improve delivery of services and facilitate student enrollment and retention. Assist in expanding and maintaining a strong network of community organizations in Area Planning Council 535.
  • Participate in relevant professional development activities on and off campus.
  • Develop curriculum, programs (e.g., ICAPS, Bridge, etc) and processes to assist all Adult Education students (e.g., ABE/HSE, ESL, Literacy, Night High School, etc) in their transition from adult education programs to college certificate/certification/degree programs and workforce/career opportunities.
  • Oversee the coordination marketing, recruitment, and outreach efforts to increase enrollment and ensure prospective students are aware of transition opportunities.
  • Develop and oversee a system of tracking student course enrollment and completion for 18 months after exit from the program.
  • Work collaboratively with campus colleagues in the Continuing Education Division, Division of Student Affairs, and the Division of Academic Affairs to develop, facilitate, and enhance the resources and services (e.g., workshops for students regarding the college admissions and financial aid processes) that can be provided for the AE students to assist in their transition from Adult Education into certificate/certification or degree-related programs at the college.
  • Perform other job related duties as assigned.


Requirements:


Qualifications and Working Conditions:


  • Master's degree in Adult Education, Secondary Education, or a related field, or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired is required.
  • Adult Education teaching experience is preferred.
  • Two years experience in the development and management of Adult Education programming required.
  • Working Knowledge of college and career readiness programs (Bridge to College, i-Pathways, ICAPS) required.
  • Strong working knowledge of Workforce Innovation and Opportunity Act (WIOA) mandates required.
  • Experience developing and implementing transition programming designed to increase student engagement, retention, and success.
  • Strong leadership and collaboration skills.
  • Strong presentation, facilitation, organizational, oral and written skills.
  • Ability to handle multiple projects simultaneously.
  • Prior supervisory experience is preferred.
  • Experience developing and implementing distance learning programs preferred.
  • Experience and/or strong knowledge base in all relevant and emerging technologies (e.g., MS Office Applications, Learning Management Systems, Video Communications, etc).
  • Bilingual strongly preferred but not required


Working Conditions and Physical Demands:


  • Some evening and weekend work is required.
  • Ability to travel between campuses and offsite locations as needed.
  • General office environment. Little or no exposure to adverse working conditions.

Supervision Received:


Functional supervision is received from the Senior Manager of Adult Education. Administrative supervision is received from the Dean of Adult and Continuing Education / Dean of Skokie.


Supervision Exercised:


Functional supervision is exercised over instructors, Evening High School Coordinators, and Adult Education Transitions Coordinator(s).


HOURS: Monday - Friday 8:15 am - 5:00 pm
