Position SummaryThis is a temporary position currently funded through June 30, 2023.As part of the PCC Planning & Capital Construction team and reporting to the Finance & Procurement Manager, the Accounting Manager will be responsible for a range of tasks including creating the departmental budget following public budgeting rules, reconciling the departmental cost accounting system (e-builder) with the College financial system (Banner), managing two staff members, review of contracts and change orders to ensure they are within budget, and fiscal approval of invoices and pay applications.See the classification description for additional information: https://www.pcc.edu/hr/employment/management-jobs/fin-svcs-mgr2/ Candidate ProfileThese qualifications, skills and abilities are critical for success in this position.

- Experience with Banner or other Enterprise Resource Programs (ERP) and experience with E-builder or other Construction Project Management Information Systems (PMIS)
- Demonstrated written and oral communication skills
- Experience with tax-exempt bond financing, including managing cash flows to maximize investment returns
- Understanding of PCC, State & Federal financial rules and regulations including Oregon local budget law.
- Demonstrated ability to supervise & train staff in a union environment
- Ability to focus on details while maintaining an overall program perspective
- Ability to handle budgeting and accounting for multiple simultaneous complex construction projects with multiple deadlines
- Ability to produce accurate financial reports for management use
To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).
Bachelor’s Degree Business Administration, Accounting, Finance or related area (relevant experience may substitute for the degree requirement on a year-for-year basis).
Five years progressively responsible, professional experience related to area of assignment, including two years of experience as a supervisor of employees.
PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.
Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.
Paid Leave: (Pro-rated by FTE for Part-Time Employees)
- 14.67 hours of vacation leave per month
- 1 day of sick leave per month
- 11 holidays
- 3 additional personal leave days per year
