Organizational Unit Overview:

Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

Job Duties :

INTERNAL POSTING: Open only to applicants currently employed by East Carolina University.

The Associate Vice Chancellor and Chief Information Officer (CIO) is the senior administrator responsible for all computing, systems and services, networking, cyber-security and telecommunications functions within the University, including the Health Sciences Division which encompasses the Brody School of Medicine and the School of Dental Medicine and their clinical facilities. The CIO ensures that the infrastructure and services are integrated into and meet the needs of the business and academic functions of the campus while providing the IT vision for and coordination with the University’s strategic goals. The infrastructure and services are provided through the central department, Information Technology and Computing Services and its approximately 220 staff and $38 million budget. The CIO’s management and service delivery team consists of six experienced directors:

(1) Director, Academic Technologies
(2) Director, Central Project Office
(3) Director, Enterprise Information Systems
(4) Director, Finance and Personnel Administration
(5) Director, Network Systems and Support Services
(6) Chief Information Security Officer

The scope of responsibility includes but is not restricted to support for a large online academic component, research computing, the University’s business and administrative systems and a variety of other unit-specific systems, data warehousing and reporting activity, archival storage, e-mail and other collaborative tools, management of the campus data network, telecommunication services, central server operations, web development, cyber security operations, central project management, learning platforms, student technologies, and technology-enhanced classroom support. ECU’s IT governance structure is highly comprehensive with all IT-related committees and groups reporting up through the Office of the CIO.

Key Responsibilities:
•Ensure the excellence of and provide the leadership for the university community.
•Provide IT programs and systems in support of ECU’s strategic plan and mission.
•Oversee short- and long-range IT strategic plans, policies and procedures, across all units within central IT.
•Ensure that the university’s budgetary and administrative processes support aligning IT services with the university’s strategic plans and goals with industry-standard efficiency and cost-saving methods.
•Perform continuous monitoring of all IT expenditures to ensure all solutions are highly cost-effective.
•Deliver IT services in a collaborative, communicative manner that achieves the highest levels of customer satisfaction (e.g., faculty, deans, students, staff, senior officers, clinicians, and external constituencies), infrastructure reliability and security and timely attention to customer needs.
•Set priorities in a highly collaborative, campus-inclusive manner.
•Interact and coordinate, as appropriate, with counterparts and associates at other universities within the UNC System, the UNC System Office, state agencies, and community members to represent ECU viewpoints and interests on state, local and system-wide policies, procedures, services and programs.
•Ensure effective resource allocations in support of IT programs and systems to achieve the mission of the university.
•Sustain and integrate the university’s information technology infrastructure, particularly key areas such as facilities, learning resources, academic library, services and clinical environments, in order to provide critical support to academic programs.
•Provide information technology leadership in and advocacy for ECU’s online academic programs both on and off campus.
•Review and approve all university-wide major contracts involving IT-related hardware and software.
•Responsible for reviewing and validating the formal disaster recovery plan on an annual basis.
•Prepare documents and presentations as appropriate, including an annual written report of accomplishments, strategic initiatives and cost saving efforts and outcomes to be delivered to the university’s Board of Trustees each year.

Minimum Education/Experience :

A master’s or doctoral degree from an appropriately accredited institution, with a proven track record of success in leading a complex, diverse information technology enterprise in a higher education environment and a work history that demonstrates progressively responsible leadership roles within the information technology field, is required. Expertise regarding existing and emerging technologies, together with a proven ability to assess their appropriateness and harness them for use in university projects is necessary. Extensive knowledge/experience in contract review and conducting vendor negotiations. Must have excellent organizational and leadership skills across diverse disciplines.

License or Certification Required by Statute or Regulation :


Preferred Experience, Skills, Training/Education :

Experience in formulating a vision for information technology and garnering resources to support that vision. Success in leading, managing and directing health care information systems and tools that support online delivery of academic instruction is preferred. Ability to motivate teams to produce highly productive and quality outcomes by targeted deadlines.
