The Opportunity Houston Community College System (HCCS) is seeking an Associate Vice Chancellor Communications and Marketing for this expansive college system. Chosen leader will advance the institutionâs proud tradition of excellence in academics, student life, and community service. Reporting directly to the Vice Chancellor Public Information, Communication & External Affairs the Associate Vice Chancellor (AVC) Communications and Marketing is highly experienced, insightful and collaborative communications strategist and visionary leader with a strong entrepreneurial spirit and an understanding of brand reputation management, organizational change, and the impact of communications and marketing on an organization's success. This mission-critical position works closely with the College's senior leadership team to enhance Houston Community College's brand and reputation. The AVC will develop and execute a proactive, integrated communications strategy in support of the company's goals and values aimed at key stakeholders, including students, employees, management, media, stakeholders, customers and community leaders. The AVC plays a critical role in advancing the college's image and brand awareness publically and among its employees through strategic communications and marketing. The AVC oversees and is responsible for all communications, marketing and engagement efforts throughout the HCC System, including but not limited to the Collegeâs brand, graphic standards, advertising, media placement, news releases and conferences, annual reports, websites, newsletters and social media. The AVC will have responsibility to manage the reputation of the college as well as provide oversight to the communications of each of the campuses to ensure alignment across the district. The AVC also directs operations for HCC Media including a television station with production capacity. The position works closely with the VC Public Information Communications and External Affairs and with college leadership across multiple disciplines to support the College's communications goals. Exceptional relationship building, internally and externally, with colleagues, partners, stakeholders, and staff is a key talent requirement. The AVC is expected to be a liaison with key leaders in the community as well as influencers in businesses the College supports. A solid understanding of communications and marketing along with assertiveness in presenting and selling ideas, combined with a mature sensitivity to the values and expectations of others is required. This executive is responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effectives and efficient, assets are safeguarded, financial information is reliable and compliant with applicable law, regulation, policies and procedures. This executive manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Oversee the day-to-day operations including budgeting, planning, staff development, management, and other activities;
- Oversee development of HCC collateral and print communications including the annual report, marketing, collateral materials, admissions materials, and electronic communication including the HCCâs website and new media;
- Create and effectively deploy a marketing and community engagement strategy that will allow HCC to cultivate and enhance meaningful relationships with targeted audiences, including, but not limited to, media, political leaders, community leaders, prospective students, current students, alumni, parents, strategic partners, friends/donors, faculty, staff, vendors, the Houston community, and key constituents across the region, nationally, and internationally;
- Develop and execute a cohesive communications and outreach strategy to include branding along with leading a staff responsible for brand management, marketing, market research, creative services, communications, media and content strategy, event support, and community outreach;
- Provide demonstrated, on-going expertise in understanding and reaching diverse communities with effective messaging and outreach;
- Develop innovative and high-impact strategies to market HCC including broadcast, content creation, print, web and social media, message development and advertising;
- Build capacity for and direct creative services as a highly creative, brand-centric, shared service model focused on providing graphics and design support across departments and campuses;
- Identify, develop and manage strategic partnerships and sponsorships in both the broader and more local communities the college serves to enhance the regard of the College;
- Support Collegeâs philanthropic communications efforts in concert with the HCC Foundation, leveraging creative services as well as community relationships and partnerships; and
- Collaborate with college presidents, key executives and divisions, to improve internal and external communication.
QUALIFICATIONSTo perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above. The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.
EDUCATIONBachelorâs degree in Marketing, Advertising, Public Relations, Communications or a related field required. A Masterâs degree is preferred.
EXPERIENCEEight (8) years of related experience with demonstrated leadership in marketing, public relations, communications, community outreach/relations, and other similar fields. Experience working with elected officials, opinion leaders, external constituents, internal constituents and the business community highly preferred. Five (5) years of strong leadership experience required.
KNOWLEDGE, SKILLS AND ABILITIES- Strong management background that includes the selection, supervision, and evaluation of staff;

- Excellent verbal and written communication skills;
- Proven ability to lead an effective strategic marketing and brand management campaign;
- Ability to manage change in a fast paced environment;
- Ability to establish and maintain effective rapport with external constituents, internal stakeholders, executive leadership as well as community leaders; and
- Ability to deal tactfully with all levels of people within the institution and the business communities.
