Provide strategic and analytical oversight of budgets of strategic and unique importance to the success of UTRGV, especially as it related to the strategic planning of academic budgets.

Description of Duties

•Responsible for evaluation and analysis of fiscal and administrative budgets developed and implemented to achieve institutional goals specific for Academic Affairs and other select areas as needed.
•Ability to bring together key skills (i.e., understanding of faculty hiring, faculty workload, and new program development) and anchor those skills with the management of business analytics, including but not limited to, decision support, program analysis, and budget development, which supports the creation of innovative financial modeling strategies for academic program development and evaluation.
•Assists with overall administrative efficiency and fiscal policy compliance with a focus on the teaching enterprise.
•Conducts financial research to implement business strategies and tactical improvements.
•Oversees the development of reports, analysis, assumptions, projections and presentations of budgetary data as requested to support leadership needs, including decision support, budget development and to support the financial modeling for academic program development.
•Supports the Provost with strategic planning and operational forecasting.
•Provides leadership, direction, technical advice, and assistance to administrators and directors regarding budget formulation, analysis, review, and compliance with the appropriate utilization of budgets/funds for the specific divisions.
•Provides expertise in forecasting revenues and teaching specific expenditures, provides primary analysis of budget and financial issues for consideration by senior administrators.
•Develops operational efficiencies, including monitoring and generating executive level summaries of consolidated budget and division specific financial reports.
•Supports new program proposals and provides guidance in the development of applicable budgets for submission to UT System, Coordinating Board or other applicable agencies.
•Conducts studies and analysis to support data-driven policy and procedural development.
•Supports Academic Affairs in the development and evaluation of annual Faculty Workload records to provide accurate current and projected FTE analysis. Assist in the creation of faculty workload projection documentation reports.
•Assists the Provost with the development of a faculty staffing plan and provides support in budgetary discussions during the faculty recruitment process.
•Coordinates and resolves financial compliance issues with divisional administrators and directors to ensure accurate interpretation of fiscal policy.
•Serves as liaison with other institutional offices regarding business processes.
•Assists with accurate reporting to The Coordinating Board and UT System.
•Serves on various task forces and committees as needed.
•Performs other duties as assigned.

Supervision Received

General supervision from assigned supervisor and an indirect reporting line to the Provost.

Supervision Given

Direct supervision of assigned staff.

Required Education

•Bachelor’s degree in Finance, Accounting, or Business Administration from an accredited university or
•Bachelor’s degree from an accredited university with seven (7) years of the required professional experience.

Preferred Education

MBA or Master’s Degree in a closely related field from an accredited University.

Licenses/Certifications

None.

Required Experience

Five (5) years of increasingly responsible professional experience planning and budgeting in a University environment, including work experience with academic budgets.

Applicant must be a current UTRGV Employee to be eligible for this position.

Preferred Experience

Knowledge of UT policies and procedures.

Applicant currently holds a comparable position at UTRGV.

Equipment

Use of standard office equipment.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. Sedentary work – Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Other

Ability to work with a variety of people. Exceptional planning and organizational skills are a must. Ability to manage a wide array of projects simultaneously. Ability to make complex administrative decisions while considering business impact to the academic units; ability working independently and in setting and maintaining priorities and goals.

A New University with a Long History

The University of Texas Rio Grande Valley was created by the Texas Legislature in 2013 in a historic move that brings together the resources and assets of UT Brownsville and UT Pan American and, for the first time, makes it possible for residents of the Rio Grande Valley to benefit from the Permanent University Fund—a public endowment contributing support to the University of Texas System and the Texas A&M University System.

 

Our new university will also be home to a School of Medicine and will transform Texas and the nation by becoming a leader in student success, teaching, research, and health care. UTRGV will enroll its first class in the fall of 2015, and the School of Medicine will open in 2016.

 

UT Brownsville and UT Pan American

The shared history of The University of Texas Pan American and The University of Texas at Brownsville goes back to 1927, when Edinburg College was founded. In 1973, Pan American opened a second campus in Brownsville, which later became an independent institution of The University of Texas System in 1991. Over the years, the missions and the identities of these great institutions have continually evolved to serve the communities of the Rio Grande Valley.

Now, the evolution and connection between these two institutions is coming full circle as UT Brownsville and UT Pan American are being established as a single, new university and medical school, with a single, new identity—The University of Texas Rio Grande Valley.
