General Statement of Duties:

The Human Resources Generalist is responsible for performing HR-related duties on a professional level and works closely with HR management in supporting all HR functional areas. This position carries out responsibilities in the following functional areas: benefits administration, employee and labor relations, training, performance management, onboarding, policy implementation, recruitment/employment, affirmative action and employment law compliance. The human resource generalist demonstrates sensitivity to the campus community needs, employee goodwill and the operational needs.

Duties and Responsibilities:
Duties include but not limited to:
Essential:
  • Administers various human resource plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  • Participates in developing department goals, objectives and systems.
  • Aids in the assisting and administering of the compensation program; monitors the performance evaluation program and revises as necessary in accordance with collective bargaining agreements, policies and procedures.
  • Assists the Benefits Manager in the performance of benefits administration and communicates benefits information to employees.
  • Assists the Benefits Manager with monitoring employee eligibility for benefits plans, reviews benefits with employees and helps process enrollment, cancellation or changes. Assists in the organization and management of annual open enrollment communications and election process. Maintains and distributes list of new and cancelled employees under each benefit plan.
  • Coaches, counsels and guides managers before executing employee disciplinary actions.
  • Assists the Human Resources Director with collective bargaining grievances.
  • Facilitates and maintains the H.R. website and content.
  • Develops and maintains affirmative action program; files EEO-1 report annually; and maintains other records, reports and logs to conform to EEO regulations.
  • Maintains and supports recruitment administration.
  • Acts as an employee relations specialist by handling employee relations counseling, outplacement counseling and exit interviewing.
  • Monitors time/attendance and absenteeism reports and ensures proper documentation is issued on employees who have excessive time/attendance and absenteeism problems. Works closely with Payroll to obtain reports of vacation, sick, personal day and holiday.
  • Serves as back-up for MSCA bargaining agreement contractual actions; salary calculations for promotions, post-tenure review, and minimum salary calculations; preparation and processing of paperwork associated with faculty reappointments, post-tenure review, promotions, sabbaticals and tenure.
  • Participates in administrative staff meetings and attends other meetings and seminars.
  • Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  • Maintains human resource information system records and compiles reports from the database.
  • Maintains compliance with federal, state and local employment and benefits laws and regulations.
  • Provides effective and efficient customer service.
  • Other duties as assigned.

Non-Essential:
  • Assists other Human Resources staff to achieve departmental goals and objectives.



Requirements:

  • Bachelor's degree with commensurate experience, preferably in human resources or a related field; HR certification preferred (SHRM-CP or PHR).
  • Four years of human resources experience preferred, preferably including experience in benefits administration and employee relations.
  • Higher Education Human Resources experience with HR technical experience preferred.
  • Cultural competency to work with diverse student and/or employee population.
  • Ability to use technology tools along with strong interpersonal skills is required to work with hiring managers and to coordinate a variety of learning and development workshops.
  • Ability to maintain confidential information with discretion.
