Definition

Summary
Provides leadership and supervision over campus security, intervention enforcement of laws and policy, and related public information duties that provide a safe environment for students, staff, and the public while on campus properties and District offices. Protects students and property by carrying out proactive programs and public safety processes. Researches, and implements traffic flow and parking regulations. Designs and develops schedules and surveillance routines for patrol of the campus, its grounds, and related facilities. Provides training on public safety matters. Provides training to employees assigned emergency operations duties.

Distinguishing Career Features
The Director of Campus Security serves in a supervisory management capacity, responsible for optimizing around-the-clock service delivery in a department that is housed at four campuses requiring a security and safety presence on campus buildings, grounds, and parking facilities. Advancement to this position would require compliance with the qualifications of the position and be made through promotion from a position requiring leadership training and experience.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following kinds of duties, as assigned:

1. Plans, organizes, directs, and coordinates activities of campus security staff, actively participating in delivering services ranging from enforcing laws, College policy and public safety initiatives, command of incidents, to assistance for all who are on campus/college properties.
2. Researches, reviews, recommends, and implements traffic flow and parking regulations. Designs and develops schedules and surveillance routines for patrol of the campus, its grounds, and related facilities.
3. Establishes scope and efficiency of services, and continually reviews and evaluates staffing levels to accommodate daily routines and scheduled events.
4. Manages, facilitates, and participates in developing the department’s annual work plans. Assigns, monitors, and reviews work activities, projects, and programs to support annual work plans.
5. Ensures campus Public Safety officers and staff conduct themselves in a professional, respectful manner, exercising their authority with appropriate discretion and treating all staff, students, and visitors in a fair and equitable manner.
6. Develops and monitors methods that ensure staff, students, and visitors have opportunity to openly communicate their thoughts and concerns. Develops internal performance standards and investigation procedures for the Officers.
7. Oversees the development and administration of the department budget. Identifies funding opportunities and revenue sources to meet growing demands for services. Forecasts additional funds needed for staffing, equipment, materials, and supplies. Approves purchases and monitor expenditures to ensure proper disbursement of funds.
8. Oversees research and identification of suspicious and criminal activity trends in the community that may affect the campuses. Works with other agencies, community resources, and deterrent methods to increase effectiveness of law enforcement and emergency management efforts.
9. Serves as a member of, and facilitates discussions for committees such as, but not limited to, safety, security, disaster response, and environmental compliance.
10. Participates in civic, professional, community groups regarding the activities and programs of the department to promote public confidence in the department’s role in supporting education and safety on campus.
11. Participates in the development of and maintains individual disaster plans for various physical aspects of the campus.
12. Directs the parking, traffic management, carpool, and environmental quality programs for the College. Monitors and accounts for Campus public safety-related revenues from parking, fingerprinting, and other services.
13. Provides initial triage and direction and participates in supervising emergency operations during major incidents.
14. Provides training to faculty, staff and students in public safety matters. Provides training to employees assigned emergency operations duties.
15. Manages and leads in required and optional emergency management functions, including planning and exercises such as earthquake and evacuation drills.
16. Performs other related duties as assigned that support the objective of the position.
17. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

Qualifications and Physical Demands

Knowledge and Skills
1. The position requires specialized occupational knowledge of the principles, practices, and procedures of modern public safety administration, organization, and operation.
2. Requires considerable knowledge of the principles and practices of community public safety programs, public safety procedures, and emergency response planning.
3. Requires working knowledge of the pertinent Federal, State, local and District laws and ordinances including applicable sections of the Calif. Penal Code, State Education Code, Motor Vehicle Code, Health and Safety Code, business and professional policies related to the area of responsibility.
4. Requires working knowledge of the principles and practices of police service organizations and management in a municipal or education environment.
5. Requires knowledge of current social, political and economic trends and operating issues of educational institutions.
6. Requires knowledge of the principles and practices of supervision, training, performance evaluation, and supervision of personnel.
7. Requires sufficient English language skills to prepare professional correspondence and reports suitable for external distribution.
8. Requires sufficient business math skill to prepare and administer budgets and statistics.
9. Requires skill at using a personal computer. Requires well-developed human relation skills to speak to large and diverse audiences, resolve confrontation, and review performance.

11. Requires the ability to assume command by acting quickly and calmly in emergencies.
12. Requires the ability to work as contributing member of a team, work productively and collaboratively with other teams and external customers, and convey a positive image of the College.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position typically requires a Bachelor’s degree or directly related military service from an accredited college or university in police science, criminal justice, public administration, or a closely related field. Graduation from a police standards academy and achieving the rank of Sergeant may serve as an acceptable alternative. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. Law enforcement, security management, or emergency management.

Licenses and Certificates
Requires a valid driver license. May require possession of an intermediate Certificate from the California Commission on Peace Officer Standards and Training (P.O.S.T.) Working Conditions Work is performed indoors and outdoors where significant safety considerations exist from physical effort, and dangerous incidents.

Conditions of Employment


This is a full-time, 12-months per year classified management position. The normal hours of work will be Monday through Friday from 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and occasional weekends, as necessary to meet the needs of the department. The effective date of employment will be arranged with the supervisor. (Salary Range DG-8)
