The AVP - Office of the CIO will partner with the department leadership to develop and execute plans to accomplish the department’s goals and objectives. The incumbent in this position will establish short and long-range management, organizational, operational, and financial plans that aim to successfully achieve the department’s goals and objectives. He/she will work closely with departmental leadership to determine the right approach, steps and organizational structure to accomplish all goals and objectives.

The incumbent will be responsible and will have oversight over all financial and operational matters within UHealth Information Technology, including overseeing the HR functions within the department, budget, business and strategic operations, the project management office within IT, communications, and providing strategies and tactics to improve healthcare delivery through information technology and analytics. Because of this, the incumbent will need to maintain open lines of communication with business leaders within the Health System in order to set proper expectations with all members in the business community.


Primary Duties and Responsibilities:

  • Serves as an integral member of the senior management team, reporting directly to the CIO for UHealth.

  • Responsible for the budget and finances for UHealth IT. Will ensure that IT follows University and Health System policies and procedures and will act in a proactive manner to ensure the financial wellbeing of the department.

  • Has responsibilities as the primary liaison with University and Health System Human Resources for activities such as recruitment, talent management, performance management, and workforce engagement. The incumbent will lead the department workforce engagement efforts including employee focus groups

  • Responsible for managing external communications with the University, Health System and community constituencies as well as internal department communications. This may include newsletters, website content and intranet content

  • The incumbent will be responsible for managing the UHealth IT project management office and the associated tools including the project, portfolio, and utilization management tools and systems

  • Responsible for developing UHealth IT strategy in partnership with the Health System CIO. Will serve as the primary liaison with the Health System Chief Strategy Officer and other senior Health System leaders as it relates to aligning UHealth IT strategy with University and Health System strategic plans

  • Responsible for managing the education and academic portfolio for UHealth IT which includes maintaining and expanding the IT Internship program with the University and community institutions of higher learning. This also includes the management of the online degree programs initiated by UHealth IT.

  • The incumbent will be responsible for managing strategic relationships with industry partners as a means of bringing new technologies to the Health System, complimentary skillsets and for developing alternative revenue streams for the department and for the Health System

  • Supervises Managers and/or Directors within the UHealth Information Technology Department

  • Supervises and/or manages daily operation and performance of staff and directs them in achieving the department goals and daily objectives.

  • Works closely with the UHealth CIO to manage and lead strategic planning activities to include organizational, operational, and financial plans that aim to successfully achieve the department’s goals and objectives and will facilitate project plan design, implementation, communication, and completion

  • Serve as the key liaison with the Business and Finance leadership of the University of Miami, UHealth, Miller School of Medicine, and University of Miami Medical Group with strategies and tactics to achieve institutional goals and objectives

  • Collaborate with IT divisions and the CIO to provide data-informed analyses and assessment of needs, including the interpretation of financial, operational, and administrative policies and procedures to provide specialized financial consultation and advice.

  • Reviews and takes ownership over the fiscal management of the department’s budget including annual budget preparation, budget reporting, reimbursements, disbursements, and chargebacks.

  • Manages, reviews, and reconciles departmental accounts to adhere to budget allocations.

  • Monitors the financial results to ensure fiscally responsible use of funds.

  • Works effectively with providers and other staff to develop and implement common priorities and goals related to providing optimal customer service, maximizing operational efficiency, assuring financial viability and rendering high quality health care services.

  • Set a tone of leadership that is people-oriented, collaborative in nature, and focused in data based decision-making.

Qualifications:
Education:

  • Master’s Degree in relevant field required.

  • CPA license or MBA is preferred.

  • Minimum 10 years of relevant experience.

  • Knowledge of electronic medical record/clinical application implementation, optimization and experience with creating and managing budgets.

  • Understanding of the costs involved with IT services/licenses/solutions.

  • Experience with project/service request prioritization and governance.

  • Excellent quantitative, analytical communication, and problem solving skills.

  • Strong interpersonal and leadership skills as well as excellent written and verbal skills.

  • Independent facilitator with proven organizational ability and skill for handling multiple tasks simultaneously.

  • Ability to organize and facilitate the development and execution of strategic plans.

  • Skilled in project planning including analytical and critical thinking, research design, data collection and analysis, report writing and presentation of findings.

  • Understanding of quality and process improvement methodologies to include Lean and Six-Sigma.

  • Experience in space analysis and property accounting systems.

  • Proficiency with Microsoft Office, Word, PowerPoint, Visio, Outlook and Excel.

  • Successful candidate must understand meeting the service needs of academic and administrative technology users in a medical and higher education environment
