Nature of Work
The Research Services Manager provides research and sponsored project expertise and oversight to multiple faculty in the Department of Pediatrics’ Section of Infectious Diseases and supervises a Grant Coordinator who assists with this work. This position will work with the Section of Infectious Diseases faculty and staff, individuals within the Department of Pediatrics administration, the Office of the Grants and Contracts (OGC), and human resources in the University of Colorado system and external funding agencies to ensure optimal management of research portfolios for Infectious Diseases section members.  The role reports to Dr. Adriana Weinberg with accountability to other Principal Investigators (PIs), the Associate Grants Director in the Department of Pediatrics, the Section Head of Pediatric Infectious Diseases, and the Department of Pediatrics Grants Team. 

The Research Services Manager has primary responsibilities to assist PIs with the coordination and administration of research grants, contracts, and other sponsored projects as well as all applicable finance and procurement policies.  These activities include but are not limited to reviewing and interpreting program announcements; establishing internal submission timelines; proposal development, management and submission; budget development; proposal routing and submission; financial and progress report facilitation and management including: routing non-competing applications, ensuring grant expenses are incurred according to the budget, fiscal oversight within University and OMB guidelines; close-out management including: project clean-up and financial reconciliation and ensuring all reporting requirements are met.

The Research Services Manager will manage clinical trials from a fiscal and administrative perspective, including clinical trials of COVID vaccines. Clinical Trial Management tasks include but are not limited to: CDA management; budget development and negotiation; Medicare coverage analysis; contract development, negotiation, submission and management; minimal regulatory and compliance oversight; fiscal management including invoicing and financial reconciliation, and ensuring the overall financial health of the division’s clinical trials over the life of each project.

The Research Services Manager will manage the annual Space Survey. The position also has limited human resources duties, including preparing and posting job descriptions for new positions, interviewing and supervising Professional Research Assistants (PRAs).

Work is performed under the direction of Dr. Adriana Weinberg in the Section of Infectious Diseases with input from other PIs and from the Department of Pediatrics Administration.

Examples of Work Performed 

  • Supervises and delegates responsibilities to grant coordinator(s)
  • Assists with budgets, budget justifications and supporting documentation for grant applications; and coordinates the routing of proposals and contract agreements through the Department of Pediatrics Pre-Award Team.
  • On behalf of faculty researchers, serves as liaison to outside funding agencies.
  • Drafts subcontract agreements, reviews and edits language in accordance to OGC guidelines; and negotiates budgets with subcontractors on occasion.
  • Ensures all proposed sub-awards, subcontracts and other forms of sub-agreements for assigned applications are properly documented through authorized parties.
  • Provides guidance in the negotiation of grants, sub-awards and contracts; administers subsequent awards, amendments and so on when necessary.
  • Works collaboratively with Dr. Weinberg and other PIs to ensure an accurate, current, record keeping of all their extramural research activities.
  • Collaborates with OGC Accounting, subcontractors, and external agencies, regarding paying invoices, requesting no-cost extensions, establishing subcontracts, and assisting with progress reports.
  • Communicates with OGC regarding deadlines which impact submission of materials requested by sponsoring agency.
  • Clinical Trial contract negotiation and management including Medicare Coverage Analysis, budget development and negotiation for industry and investigator‐initiated clinical trials. 
  • Oversees invoicing for clinical trials and subcontracts
  • Ensures and monitors timely submission of new COMIRB protocols and subsequent reports.  
  • Ensure all proposed sub-awards, subcontracts and other forms of sub-agreements for assigned applications are properly documented through authorized parties and manage the disbursement of subcontract funds. 
  • Ensure NIH information forms are up to date: e.g., other support pages, bio sketches, and lab resources. 
  • Updates grant projection reports and conducts routine audits of payroll as well as other laboratory expense transactions to ensure expenses are properly calculated and encumbered on their appropriate accounts.
  • Enters funding distribution requests and payroll expense transfers as well as updates appropriate salary spreadsheets in a timely manner.
  • Monitors and ensures compliance with Federal regulations and the new Uniform Guidance (replacing A­21, A­110, and A­133 OMB circulars) for administrative, accounting, and audit requirements. This includes providing guidance to PIs, grant coordinator, and staff on research related organizational policies and procedures, including effort reporting.
  • Monitors staff effort reporting.
  • Tracks and prepares annual report of PI salary coverage, including any pending grant awards. Prepare analysis and documentation as needed for interim support, or bridge funding.
  • Maintain electronic file repository of Divisional grant/award information, and research protocols
  • Procurement of research-related supplies/equipment or services.
  • Prepares job descriptions for new hires, ensures timely posting and organizes hiring committee reviews of the applications.
  • Prepares Space Survey reports.
  • Other duties as assigned.
Salary and Benefits:
Salary is negotiable and commensurate with skills and experience.

This position is not eligible for overtime compensation.

QualificationsMinimum Qualifications:

  • Bachelor’s degree from an accredited college or university in finance, accounting, business administration or related field. 
  • Minimum four years of progressively responsible experience in coordination, development, and administration of grants and contracts. 
Substitution: A combination of education and experience may substitute for the degree on a year-for-year basis.

  • Knowledge of the regulatory issues associated with the construction and submission of federal and private foundation grants (e.g. HIPAA and human subjects' protection, Office of Grants and Contracts, and university policies and procedures).
  • Excellent written and verbal communication skills in concert with responsibilities to review and edit grant submissions, and write reports summarizing activities. 
  • Knowledge of the research grant application and funded-grant processes, which includes knowledge of mechanisms and requirements of various research grant application processes.
  • Ability to work with a variety of both internal and external constituents.
  • Ability to multi-task and remain detail oriented.
  • Critical thinking and problem-solving skills to achieve division sponsored project objectives.
  • Previous knowledge of and experience with project and budget management.
  • Proficiency with various computer systems and software programs, including MS Office (Excel, Word, Outlook, and PowerPoint), Acrobat Pro and Endnote.
