Scope of Job:
To provide consultation on hiring, talent acquisition, and talent movement for UTRGV recruitment needs. Coordinate recruitment services and create initiatives to further the recruitment of valuable staff to benefit departments and divisions at UTRGV to support department officials select the best talent.


Description of Duties:
• Performs recruitment services to deliver quality candidates for the institution, including initial strategy meetings with department managers to discuss recruitment needs and strategies to ensure a highly qualified and diverse applicant pool.
• Responsible for the identification, assessment and development of candidate pools for vacancies by utilizing various sourcing strategies and techniques.
• Consults with hiring managers and supervisors to create sustainable sourcing plans to recruit underrepresented talent to the university.
• Assists search committees to recruit internal and external candidates by sourcing positions in print media, websites, direct mailings and implements other sourcing activities.
• Collaborates, provides guidance and support to formal university search committees seeking administrative personnel to include developing written recruitment strategy to attract a qualified and diverse candidate pool and making presentations to search committees.
• Provides guidance to departments in regards to advertising; reviews, writes and/or modifies job postings, develops or modifies advertising procedures and advises departments on appropriate ad content, size, cost, etc.
• Maintains strong relationships with departmental leadership to ensure a clear understanding of the department’s direction and remains informed on the cutting edge in matching applicants to institutional needs.
• Attends job fairs, meetings, seminars, workshops, and/or conferences as requested.
• Develops tracking mechanisms and statistics to support short and mid-range plans and budget requirements.
• Identifies issues and possible solutions with current applicant tracking system (ATS), and assists with testing fixes or modifications when they are being implemented.
• Identifies compensation or HR policy issues that are a hindrance to hiring and/or retention efforts and notifies the appropriate HR area to identify potential solutions.
• Corresponds and communicates with applicants and staff to ensure timely receipt of verbal and written information, answer questions and resolve issues related to human resource topics (e.g., employment, employee relations, compensation, benefits, etc.) and explain university policies and procedures, state and federal laws, and collective bargaining agreements to departments, employees and applicants.
• Reviews and evaluates applications, resumes or other employment hiring documents; conducts interviews, recommends applicants to department or search committees for further consideration.
• Performs strategic job functions within the department such as serving on committees or working on special projects as requested.
• Performs other duties as assigned.


Supervision Received:
General supervision from assigned supervisor.

Supervision Given:
Direct supervision of assigned staff.

Required Education:
Bachelor’s degree from an accredited university.

Preferred Education:
N/A

Licenses/Certifications:
Certification related to Recruitment or Human Resources preferred.

Required Experience:
Three (3) years of directly related experience.


Preferred Experience:
Experience obtained in Higher Education.


Equipment:
Use of standard office equipment.


Working Conditions:
Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required.


Other:
Knowledge of Human Resources and employment law. Demonstrated communication skills, both oral and written. Proven track record of working collaboratively. Strong analytical and problem solving skills. Solid organizational, time, and project management skills and the ability to multitask.

A New University with a Long History

The University of Texas Rio Grande Valley was created by the Texas Legislature in 2013 in a historic move that brings together the resources and assets of UT Brownsville and UT Pan American and, for the first time, makes it possible for residents of the Rio Grande Valley to benefit from the Permanent University Fund—a public endowment contributing support to the University of Texas System and the Texas A&M University System.

 

Our new university will also be home to a School of Medicine and will transform Texas and the nation by becoming a leader in student success, teaching, research, and health care. UTRGV will enroll its first class in the fall of 2015, and the School of Medicine will open in 2016.

 

UT Brownsville and UT Pan American

The shared history of The University of Texas Pan American and The University of Texas at Brownsville goes back to 1927, when Edinburg College was founded. In 1973, Pan American opened a second campus in Brownsville, which later became an independent institution of The University of Texas System in 1991. Over the years, the missions and the identities of these great institutions have continually evolved to serve the communities of the Rio Grande Valley.

Now, the evolution and connection between these two institutions is coming full circle as UT Brownsville and UT Pan American are being established as a single, new university and medical school, with a single, new identity—The University of Texas Rio Grande Valley.
