The CALS Business Operations (CBO) is an administrative unit within the College of Agriculture and Life Sciences and has oversight of the College’s centralized financial and research administration services including, Business Services, Budgets and Planning, Research Administration, and Operational Support. Essential Job Duties:

The incumbent of this role will have the opportunity to contribute to a large and complex college. The successful incumbent will sustain the accuracy and integrity of budget operations in the College of Agriculture and Life Sciences (CALS) associated to the North Carolina Cooperative Extension Service, NC Agricultural Research Service, and the College Academic Budget under the Director of Budgets and Planning. This position independently resolves problems and/or accesses financial situations. The incumbent is responsible for budget reporting and analysis, forecasting budgets through the end of fiscal year, budget journal entries, EHRA/SHRA position actions and salary distributions, data analysis, year-end close procedures, and advising administrators. The output from these activities is utilized by CALS administrators to allocate resources; develop financial strategies; assess the College’s strengths and weaknesses; and to maintain financial flexibility during times of economic uncertainty. Requirements imposed by external government entities, particularly the United States Department of Agriculture (USDA), Cooperative State Research Education and Extension Services (CSREES), Office of State Budget and Management, UNC General Administration and NCSU Administration are also met by the output from this position. This position is a trusted partner for Department Heads, Associate Deans and Directors in making well-informed financial decisions. This position is responsible for coordinating all reports, guidelines, definitions, procedures and training related to appropriated funds budgets and expenditures. In coordination with the peer budget consultant, will serve as back up to the Director of Budgets and Planning.

Work/Responsibilities include, but are not limited to:

  • Under the leadership of the Director of Budgets and Planning, manage fiscal affairs for the College. Plan and manage budgets within CALS for a wide variety of funding sources, including, but not limited to: state appropriations, federal appropriations, auxiliaries, student fees, educational and technology funds (ETF), F&A, restricted trust accounts, discretionary funds, and endowment investment income.
  • Provide consultative services to department heads, department staff, unit leaders and administrative managers, with significant effort focused on advising, training, and communicating concerning policy and procedure.
  • Manage and report on state appropriations and federal appropriations for Academic Programs, Cooperative Extension and the Agricultural Research Service. Apply detailed understanding of appropriate use of each revenue stream.
  • Train, motivate, and empower staff in the Budget Office.
  • Conduct group presentations and provide one-on-one training to college personnel regarding compliance, current business processes, or upcoming changes.
  • Monitor the College’s finances, as it pertains to assigned departments, with overall focus on controlling costs, increasing revenues, and compliance with federal, state and University regulations.
  • Work in conjunction with the University Budget Office, Controller, Contract and Grants, Purchasing, Office of Cost Analysis, and other accounting and business-operations related offices for transactional matters.
  • Monitor both the State (June 30) and Federal (September 30) fiscal-year close-outs for the College.
  • Monitor institutional and program budgets for assigned functional areas of CALS (Academics, Research and Extension).
  • Track start-up and other commitments of assigned functional Dean/Director (Academics, Research, and Extension) and ensure appropriate and timely budget allocations for those commitments.
  • Oversee the timely establishment of budgets in the university’s financial management system.
  • Provide advice and inputs to continually improve budget processes and university financial and budgeting systems.
  • In conjunction with Budget Office staff, ensure creation and maintenance of financial records and reports, management controls, and accountability practices to achieve the College’s goals.
  • In conjunction with Budget Office staff, develop, implement and manage processes related to any of a variety of Budget Office functions (e.g., position control, additional compensation, service centers, project phase management, allowable cost audits, annual budget development, budget reductions or increases, etc.).
  • Collaborate with the Budget Office staff to approve budget availability for new personnel hires (particularly faculty hires) and ensure salary charged to appropriate funding sources.
  • Provide timely and accurate financial information to the Director of Budgets and Planning, Assistant Dean for Business Operations, department heads, and other leadership units within the College.
  • Manage administrative requirements on the College’s USDA capacity grant funds to include:
    • Submission of federal grant applications (SF 424’s) and yearly financial reports (SF 425’s).
    • Ensuring capacity sponsored program funds are spent in accordance with Uniform Administrative Requirements, Cost Principles (Uniform Guidance) as well as agency guidance specific to the capacity program, and is accountable for any expenditures including payroll found to be unallowable.
    • Ensuring all expenses charged to a federal capacity grant programs (or expenses included in cost match requirements) have a valid plan of work/plan of research by coordinating the principal investigators’ report submissions through the REEport system. Ensure all salary charged to capacity sponsored programs appropriately reflect effort.
  • Responsible for ensuring CALS maintains a positive cash balance for assigned functional area, research or extension funding lines, by actively monitoring payroll and operating expenditures, while drawing down federal cash requirements through the ASAP system as required.
  • Supervision of Budget Office staff.

Other Responsibilities:

Perform other duties as assigned by the Director of Budgets and Planning.

Minimum Experience/Education:

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.

  • Knowledge of how to operate standard office equipment such as copier, scanner, fax and phone.

Preferred Qualifications:

  • Master’s Degree in Public Administration, Business, Accounting or related field.
  • Extensive knowledge of PeopleSoft Financials or similar financials systems.
  • Experience querying and uploading data into Excel or other software programs to conduct analysis, produce reports, and create financial models.
  • Strong knowledge of University financial policies and procedures, HR policies and procedures, Student policies and procedures, and the WOLF Reporting System (WRS) or similar reporting systems.
  • Advanced working knowledge and understanding of general accounting principles.
  • Working knowledge and understanding of Federal Uniform Guidance.
