Responsible for the day to day operations and oversight of the accounts payable function and processes for NWRDC. Serves as the principal contact and liaison with Central Accounts Payable for matters involving requisitions, purchase orders and the prompt handling of invoice payments. Monitors and ensures the propriety of payments, ensuring compliance with the Florida State University Prompt Payment Policy and other applicable laws, policies, and procedures of the State of Florida and Florida State University. Ensures related documentation requirements are fulfilled. Reviews invoices and receives invoices in OMNI as needed to signify that either goods received, or services satisfactorily performed.
Responsible for requisition data entry using SpearMart and OMNI for NWRDC. Responsible for verifying that purchases are made in accordance with FSU policies and procedures and that requirements of FSU Procurement Services are fulfilled in a timely manner. Responsible for the processing of unencumbered payments using either a spreadsheet upload or the ePRF (Electronic Payment Request) process ensuring that payments meet the criteria for an encumbered payment. P-Card holder for NWRDC. Responsible for utilizing the P-card within established procurement policies and procedures.
Using OMNI queries and reports, closely monitors and performs frequent fiscal audits of invoice payments to ensure that internal controls are adequate and that prompt payment requirements are followed.
Responsible for the monitoring of Purchase Orders and encumbrance balances on a monthly basis, ensuring the procurement obligations are accurate and that POs are closed on a timely basis. Timely researches and resolves any discrepancies.Working with NWRDC contract managers, ensures that independent contractor purchase orders are properly managed, including service dates and amounts.
Provides regular status updates and reports to management, providing recommendations to increase the efficiency, effectiveness and compliance of NWRDC in regards to the accounts payable process. Establishes and maintains sound internal administrative controls to ensure correctness and timeliness of financial information and reporting. Serves as a back up for procurement to ITS.Qualifications Bachelor's degree and two years of experience or a combination of post high school education and experience equal to six years.
Experience working with Microsoft Office, Excel, and other applicable computer applications.
Knowledge of the concepts, principles, and practices of accounting, budgeting, and cost control procedures.
Experience establishing and maintaining effective working relationships.
Experience compiling, reviewing, and reconciling data for accuracy, completeness, and compliance.Anticipated Salary Range Mid 30s to low 40s, commensurate with education and experience.Pay Plan This is an A&P (Administrative and Professional) position.Schedule If not otherwise specified, schedule is M-F, 8-5.Criminal Background Check This position requires successful completion of a criminal history background check.
