Serves as the Budget Account Manager. Monitors, evaluates, and provides written monthly reports to Director of LAR on fiscal performance compared to budget and forecast. Responsible for the reconciliation and maintenance of the department's general ledgers (OMNI). Responsible for budgetary activities for LAR. Financial management, reporting, and oversight of all budgets within LAR. Participates in long range budget planning and allocation of funds. Develops management reports and participates in any projects designed to expand or enhance the financial or operational systems to meet departmental needs.
Responsible for the billing of University researchers for Animal Care Per Diem, animal procurement, supplies, drugs, and technical services. Maintains all accounts receivable records and reports. Responsible for the payment and audit of vendor invoices. The audit must ensure the propriety of the payments, compliance with prompt payment and other applicable laws, policies, and procedures of the State of Florida and Florida State University. Responsible for maintaining standard operating procedures for job functions.
Responsible for providing administrative support, as guided by Director of LAR for office operations. Responsible for monitoring the financial position of the department, developing management reports, and participating in any projects designed to expand or enhance the financial, human resources or operational systems to meet their needs. Responsible for the oversight, supervision and monitoring of the financial positions of all funding sources.
Prepares the Annual Auxiliary Information Form (AAIF). Responsible for the preparation and entry of the LAR auxiliary operating budget projecting revenues and expenditures and developing a budget based upon those projections. Assists with the development of auxiliary billing rates using a cost recovery methodology. Annually completes the Unrelated Business Income Tax (UBIT) survey distributed by the Controller"s Office.
Assists in ensuring a sound environment of internal controls and compliance by monitoring of travel and purchasing activities. Utilizes OMNI queries and reports for tracking travel authorizations, expense reports, requisitions and purchase orders to ensure timely processing and to ensure compliance with University policies and procedures. Responsible for providing administrative support, as guided by the Director of LAR, to University Committees and regulatory agencies for Lab Animal Resources. Assists in reception area, as needed.Qualifications Bachelor's degree and two years experience or a combination of post high school education and experience equal to six years.
Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
Knowledge of the principles and practices of fiscal control systems and accounting systems.
Experience working with Microsoft Office, Excel, and other applicable computer applications.
Experience compiling, reviewing, and reconciling data for accuracy, completeness, and compliance.
Experience prioritizing, organizing and performing multiple work assignments simultaneously.
