Job Description:


Full-Time HR Operations Specialist: Staff Associate; Human Resources; 37.5 hours per week; Non-Unit Professional Position

Summary: This mid-level role requires a blend of creativity, analytics and decision-making to identify, coordinate and implement programs, policies and processes, delivering results across several core HR areas. While working to ensure HR initiatives are consistent, cost-effective, run smoothly and contribute to a healthy work environment, the goal of this position is to improve the overall employee experience by strengthening the operational foundation of HR for the institution.

RESPONSIBILITIES:

Responsibilities include, but are not limited to:


  • Partner with managers (both Faculty and Staff) and department administrators to develop and maintain documentation for HR processes
  • Act as a consultant to managers and staff regarding the details of existing policies and procedures
  • Provide ongoing communication and education on process and program improvements to clients at different levels (administrators, managers, staff, faculty) across school departments
  • Assist HR colleagues with ad-hoc reports to increase efficiency within the office
  • Work with HR colleagues on personnel hiring procedure, including management of employee documentation both digitally and manually, when required
  • Assess the effectiveness of current HR programs and procedures. Provide input for ideas and suggestions to improve workflow processes where appropriate
  • Ensure existing policies and procedures are kept up to date
  • Update, maintain, track and create HR annual communications
  • Familiarity with Massachusetts Community College Council (MCCC) Union Collective Bargaining Agreement (CBA) guidelines and processes
  • Familiarity with the American Federation of State, County and Municipal Employees (AFSCME) Union Collective Bargaining Agreement (CBA) guidelines and processes
  • Facilitate MCCC Sabbatical process, working with appropriate faculty, faculty supervisors and Sr. Leaders
  • Facilitate the Reappointment/Non-Reappointment process per MCCC CBA guidelines, drafting and distributing communications and collaborating with appropriate faculty supervisors and Sr. Leaders
  • Under MCCC CBA guidelines, determine salary calculations for MCCC Professional Staff new hires and inform hiring managers of calculations and next steps in the hiring process
  • Responsible for the Non-Unit Personnel Performance Management tracking process
  • Perform Desk Audits (Reclassifications) for AFSCME and MCCC members, researching appropriate information, creating salary calculations per specific union CBA processes, communicating with stakeholders and appropriate Sr. Leaders, providing recommendations to Executive Director of HR
  • Provide various administrative tasks for Executive Director of HR
  • Receive inquiries regarding various HR areas such as payroll, benefits, position management. Research and respond in a timely manner or triage to appropriate colleagues
  • Provide employees with benefit resources by coordinating vendor visits from 403B and 457B plans
  • Primary contact for all benefits eligible new hires, guiding them through the on-boarding benefits selection process. The process includes: conducting several benefits meetings with the new hire to discuss their options and to ensure accuracy of completing benefits documentation, researching any unique benefits questions or situations to help with efficient on-boarding, and acting as a liaison between state agencies such as the Group Insurance Commission and Benefits Strategies on behalf of the new hire
  • Position may work on special projects as assigned


Requirements:


MINIMUM QUALIFICATIONS:


  • BS degree in Human Resources or relevant field
  • Proven work experience in Human Resources (5+ years)
  • Experience with HR software such as PeopleSoft and HR/CMS
  • Experience with applicant tracking systems such as Interview Exchange and ASPIRE
  • PC literacy and experience with MS Office application

PREFERRED QUALIFICATIONS:


  • Knowledge of labor legislation/collective bargaining agreement interpretation
  • Excellent organizational and time-management skills
  • Teamwork skills
  • Familiarity with website platforms such as WordPress
  • Excellent communications skills, experience interacting with clients at all levels, gathering feedback and determining appropriate forward motion
  • Experience with Project Management
  • Able to routinely take initiative to identify issues and solve problems; thoroughly analyze information and make recommendations Knowledge or experience in web-based reporting tools a plus.
  • Knowledge or experience in Linux shell scripting a plus


Additional Information:


SALARY: Anticipated starting salary range is $45,000.00-$60,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
