Reporting to the associate vice president for enterprise information systems, the manager of enterprise systems will manage the day to day operations and projects of Rice University’s enterprise class systems including financial, HR/payroll, procurement, facility, and document management systems. They will need to be a transformative leader, someone who understands emerging technologies or new processes and how they can be leveraged to benefit the customer and Rice. They will be responsible for a high volume of automation and tools such as RPA that will be utilized within the application portfolio they are responsible for. They will grow their applications in a manner that Rice will get maximum return on their investments. They will manage the implementation and maintenance of vendor software components, upgrades, quarterly release cycles, patches, software development efforts, and the ongoing production operations. The individual manages and coordinates the system integrations, administration, and middleware. They will be focused on continual process improvement by partnering with their customers and departments on operations and projects. They will work individually and through team leads to achieve high performing, reliable systems and complete projects and provide presentations that speak to the KPIs and continuing value the team brings.

Computer science, engineering, management information systems, or a related field.

- Related professional work experience in software development and systems support for enterprise-wide, mission-critical business systems using Oracle and Java technologies
- Expertise in business process redesign, continual process improvement and reporting results
- Some experience supervising staff and/or leading project teams

- Experience with managing ERP and HCM solutions, Oracle Cloud preferred
- Experience managing release cycle cloud environment
- Experience as an IT Service Owner, defining and managing services
- Experience with day to day operational management to ensure system performance and stability, incident management/resolution, and SLA management
- Experience creating department procedures and documentation

License/Certification RequiredLicense/Certification PreferredSkills Required

- Detailed understanding of relevant business and technical knowledge

- Strong technical and application development skills, including proficiency in Oracle, Java, object oriented software, and integration technologies
- Ability to manage project teams as large as 30 people in a matrixed environment
- Strong communication skills
- Ability to provide KPI reporting metrics on outcomes and complete understanding of system utilization or under-utilization

Internal / External Contacts

Internal Contacts: The incumbent has frequent contact with university administrators at all levels in planning for system enhancements and resolving issues as well as occasional contact with faculty and students on projects requiring their input or as users of the system.

External Contacts: The incumbent has occasional contact working with vendors to resolve system issues, planning for system changes, and in training.

- Manages a team of analysts and developers responsible for the University’s applications development and analysis
- Creates and executes business and technical plans, and revises as appropriate to meet changing needs and requirements
- Creates procedures and guidelines to ensure compliance with university policy and federal and state regulations
- Evaluates and assesses metrics and program effectiveness; review trends and monitor proactively
- Establishes and manages financials for a program, organization, and/or facilities

Additional Functions or Information

- Administers and manages Oracle quarterly update release review, preparation, testing, and application to validation and production environments
- Defines and maintains environment plans to support development, testing, and production-live activities
- Drives testing strategy, including managing testing activities, tools (such as Jira), and acts as toll gate for test cycle entrance and exit
- Manages automated testing and RPA technology
- Acts as a transformative leader and embraces emerging technologies, understanding how they can fold into the environment
- Manages custom development activities to plan, including vendor and team coordination and oversight of development tasks
- Communicates issues, risks, status, and other required metrics to leadership
