Departmental Overview

Berkeley Regional Services (BRS) is comprised of six (6) "service regions" that provide high-quality administrative support to their groupings of schools, colleges and departments.

The BEST (Biological, Environmental, Science & Technology) Region serves the College of Natural Resources, the Division of Biological Sciences in the College of Letters and Science, and related ORUs, museums, and field stations in the biological sciences. HR/APS supports hiring, appointments, separations, classification and compensation, performance management, payroll and timekeeping, and other HR activities in coordination with its partners in other teams across the UC Berkeley campus and the UCPath Center in Riverside, CA.


Responsibilities

OVERVIEW:

Under the supervision of the Academic Personnel Supervisor, provides Academic HR consultation and services to the Regional Associate Dean, BEST HR Staff, and BEST clients on all matters relating to Non-Senate Academic Personnel. Involves recommending, developing, implementing, administering, coordinating, and/or evaluating Non-Senate Academic Human Resources policies, labor contracts, statutes, programs, and procedures covering academic recruitment, appointment, and advancement; compensation and salary administration; visa procurement; benefits; payroll; and training and development. The incumbent works closely with the Campus Academic Personnel Office, BRS Visa Team, Berkeley International Office, and the Office for Faculty Equity and Welfare.
  • Provides advice to BEST Region and recommends strategies for addressing sensitive situations involving academic appointees and / or requesting exceptions to policy. Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices.
  • On behalf and for BEST Region staff and clients, incumbent functions as technical expert to other Academic Personnel and Human Resources professionals, advising and coordinating processes and procedures for a variety of sub-units; acting as advisor to other Academic/ HR Generalists/Specialists, and serves as team Lead within the BEST Region.
  • Counsels HR/AP Staff and clients on non-Senate titles and other academic employees concerning complex and / or particularly sensitive work- related or career-related problems.
  • Provides an in-depth review and analysis of all non-senate recruitment, merit and promotion cases, faculty retentions, searches and other non- senate academic issues within the BEST Region.
  • Using advanced skills and knowledge, incumbent counsels BEST Region Leadership and Regional HR staff concerning complex and/or particularly sensitive issues involving UC and Campus policies and procedures covering non-senate academic personnel. Confers with, advises, and recommends actions to the Control Units HR Administrators and Berkeley Regional Services staff on all matters relating to academic personnel administration.
  • Also, makes recommendations to the BEST Region Executive Associate Dean, Director, and Best Leadership that affect the strategic direction of the organization. Example: Review and recommend BEST Region action on issues involving recruitment, appointment, advancement, compensation and salary administration; equity and diversity, and exceptions to policy.
  • In collaboration with BEST Leadership, the Academic Personnel Office, and (possibly) the Office for Prevention of Harassment and Discrimination, may lead BEST Regional AP/HR staff to conduct investigations into complaints involving academic appointees; provides feedback to management and makes strategic recommendations.

Required Qualifications
  • Requires advanced knowledge of and ability to apply / interpret systemwide, organization and college policies and procedures which govern academic HR.
  • Advanced knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
  • Advanced knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Ability to communicate effectively with diverse audiences.
  • Excellent critical and innovative thinking to address complex issues and present nuanced analyses.
  • Demonstrated initiative, tact and planning skills. Advanced political acumen.
  • Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications
  • Thorough knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Demonstrated excellent customer service is highly preferred.
