General Statement of Job:
Responsible for the overall management of the South Texas College Human Resources Department and provides the leadership, development, strategic direction, planning, coordination and administration of all human resources services on all College campuses. Develops policies and procedures relating to Human Resource management. Responsible for the management and oversight of the human resources activities, such as recruitment and selection, talent management, training and development, new position analysis and classification, employee relations, benefit administration, legal and regulatory compliance, performance evaluation, budget and compensation analysis, maintenance and communication of records required by law, Workers' Compensation, ADA reviews, accreditation requirements, Human Resources Information System, Human Resources policies and procedures, developing and maintaining a Human Resources system that meets administration informational needs.

Specific Duties and Responsibilities:

  1. Identifies legal requirements and government reporting regulations affecting the college and ensures policies, procedures, and reporting are in compliance.
  2. Develops policies and procedures relating to Human Resource management including interpretation of College Human Resources policies, providing consultation and advice on Human Resources issues.
  3. Develops, implements, and oversees the Human Resources strategic direction, planning, coordination, administration and evaluation of the Human Resources function.
  4. Serves as principal liaison between the Office of Human Resources and other offices/departments and legal counsel regarding Human Resources related matters, including Business Office Payroll department and the Office of Institutional Equity.
  5. Develops proactive training and education.
  6. Develops systems and processes for managing conflict with and between employees, handling and investigating complaints and allegations.
  7. Oversees recruitment and selection of staffing recommendations for compliance.
  8. Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and other personnel and legal and regulatory issues.
  9. Studies new position analysis and classification; reviews current salaries and classifications to ensure compliance with Federal Labor Standards Act (FLSA); oversees salary administration and compensation plans to ensure compliance and equity within organization.
  10. Advises management in appropriate resolution of employee relations issues.
  11. Reviews and responds to employee discriminatory complaints and/or charges, in coordination with the office of Institutional Equity, as assigned.
  12. Writes directives advising department managers of college policy regarding equal employment opportunities, compensation, faculty and staff credentials, employee benefits and compliance with College policies and procedures.
  13. Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the college.
  14. Consults with legal counsel to ensure that policies comply with federal, state, and local laws and regulations, and on personnel issues.
  15. Administers performance evaluation program to ensure effectiveness, compliance, and equity within the college.
  16. Oversees the department’s role in developing new staffing plan and ensuring it is prepared for the board’s approval; oversees the department’s role in maintaining an up-to-date staffing plan throughout the fiscal year.
  17. Oversees benefits administration; including but not limited to insurance plans; retirement plans; Workers’ Compensation.
  18. Oversees FMLA and ADA fulfillment of the requirements mandated by federal and state laws.
  19. Ensures data compiled for affirmative action reports and Integrated Post-Secondary Education Data Systems (IPEDS) is accurate.
  20. Compiles and ensures accuracy of all Human Resources reporting required from federal, state, and local entities.
  21. Oversees credential reviews to ensure compliance with accreditation regulations.
  22. Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
  23. Represents college at personnel-related hearings and investigations.
  24. Coordinates annual Employee Recognition service events awards.
  25. Supervises the Human Resources staff.
  26. Serve as Deputy Title IX Coordinator or 504 Coordinator (employees), as assigned.
  27. Performs other projects as assigned.

Required Education and Experience:
  1. Bachelor’s Degree in Human Resources, Business Administration, or related field required. Master’s Degree in Human Resources, Business Administration, or related field preferred.
  2. At least five (5) years’ management experience in human resources, required.
  3. Experience with Human Resources Information System, required.
  4. Prior experience in higher education is highly preferred, but not required.

Checks, Certificates, Licenses, and Registrations:
  1. Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy.
  2. In addition, subject to a federal background check.
  3. Must have or qualify for a valid Texas driver’s license and proof of liability insurance.
  4. Professional in Human Resources (PHR)/ Senior Professional in Human Resources (SPHR) and/or Society of Human Resource Management- Certified Professional (SHRM-CP)/ Society of Human Resource Management- Senior Certified Professional (SHRM-SCP) certification, preferred.
  5. Title IX Certifications, preferred.
