The Position:
Applications are currently being accepted for Financial Aid Officer in the Financial Aid Department, located at San Diego City College. City College is an urban campus, minutes away from a world-class zoo and Balboa Park. San Diego City College provides academic and career education offerings to meet the needs of a diverse student population. As a leading advocate of Social Justice, we take responsibility for equitable outcomes and successful pathways for all our students. Hours are Monday - Friday 8:00 AM- 5:00 PM. Selected candidate must be willing to adjust work days/hours based on the department's needs.

Please note that an employee may be transferred to any site at the option of the Chancellor.

Desired Qualifications:
• Experience with evaluating student need; analyzing and verifying student eligibility for financial aid programs; monitoring student academic progress for continued aid eligibility; preparing and processing awards to eligible students; reviewing student appeals and/or special circumstances.
• Experience in financial aid with a pattern of progressively higher levels of supervisory responsibilities.
• Comprehensive knowledge and supervisory experience with all aspects of the financial aid operation.
• Professional knowledge of federal and state financial aid regulations and policies and experience with the administration of Title IV funds in compliance with all such regulations and policies.
• Experience in the administration of financial literacy, debt management, and default management programs.
• Experience with maintaining records for the authorization, disbursement, and reconciliation of all the federal, state and local student aid program funds.
• Experience with the federal work-study allocation and oversight of budget/earnings reconciliation.
• Experience with and the ability to communicate effectively with students from various social, economic, racial and ethnic backgrounds.
• Knowledge of and experience with fundamentals of accounting, budgeting and fiscal reporting.
• Strong interpersonal, communication, and conflict-resolution skills.
• Experience with and strong knowledge of PeopleSoft student information system is highly desirable.
• Knowledge of and experience with fundamentals of event planning for college scholarship program.
• Knowledge of and experience with laws, regulations and policies governing financial aid programs.
• Knowledge of and experience with principles and techniques of interviewing.
• Knowledge of and experience with awareness of problems encountered by economically disadvantaged students.
• Knowledge of and experience with principles and techniques of training and supervision.
• Knowledge of and experience with culture, practices and views of various minority groups.
• Knowledge of and experience with District organization, operations, policies and objectives.
• Knowledge of and experience with technical aspects of field of specialty.
• Knowledge of and experience with applicable sections of State Education Codes.
• Ability to read, interpret and apply provisions of federal, state and local rules and regulations pertaining to financial aid programs.
• Ability to exercise sound judgment in reviewing and screening applications for grants, loans and scholarships to determine eligibility.
• Experience training and supervising personnel.
• Experience maintaining records and preparing District, State and Federal reports.
• Ability to communicate effectively verbally and in writing.
• Ability to mediate student disputes regarding financial aid.
• Ability to simplify processes and improve understanding of financial aid program requirements and benefits for students.
• Experience in preparing documentations for annual Internal Audits and/or federal program review.
• Experience in preparing annual reports to Federal and State Chancellor’s Office such as FISAP, BFAP, Experimental Site Initiative. (ESI), C2C, etc.
• Experience working in a Multi-Campus District College


Licenses:


Pay Information:
Range 12 ($5,711.74 - $9,535.97) per month based on the current Supervisory and Professional Employees’ Association - Salary Schedule A

Initial salary placement is commensurate with related experience and promotional rules. The District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Initial Salary Placement, Promoted or transferred employees will be placed as specified in the SPAA - Supervisory & Professional Administrators Association Handbook. This position is FLSA Exempt and may not accrue overtime. A temporary probationary period will be applied to the employee entering this assignment. Organization

The San Diego Community College District serves 130,000 students annually through three two-year colleges and six Continuing Education campuses. The three colleges, San Diego City, Mesa, and Miramar colleges, offer associate degrees and certificates in occupational programs that prepare students for entry-level jobs, and arts and sciences programs that transfer to four-year colleges and universities. Continuing Education offers adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills and enrichment classes at sites throughout the city. The District also provides education to over 42,000 service personnel at military bases in 15 states. 

The Continuing Education campuses offer adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills, and enrichment classes at sites throughout the city. A number of special programs are unique to the city, including KSDS-FM all-jazz radio, the Center for Competitive and Applied Technologies, and the Workplace Learning Resource Center.

The San Diego Community College District is governed by its five-member, locally elected Board of Trustees and three student members serving on a rotating basis. Shared governance activities involve faculty, students, and staff in the development of solutions to key policy and budget issues. The five trustees are elected in even-numbered years to four-year terms by the voters of San Diego. The Chancellor, the District's chief executive officer, is responsible for carrying out the policies approved by the Board of Trustees. 

The District is in the midst of $1.555 billion in new construction and renovations at the three colleges and Continuing Education campuses throughout the city.
