Primary Purpose of the Organizational Unit:

The SERVE Center is a university-based research, development, dissemination, evaluation, and technical assistance center. Through customized research and evaluation services, SERVE delivers actionable insights for both policymakers and practitioners. From large-scale experimental studies to small-scale qualitative work on topics ranging from early childhood to high school reform, SERVE builds the capacity of educators and policymakers to improve educational outcomes for students of all ages. The SERVE Center houses the National Center for Homeless Education (NCHE), the U.S. Department of Education’s technical assistance center for the federal Education for Homeless Children and Youth (EHCY) Program. NCHE provides technical assistance to State Coordinators for homeless education, local homeless education liaisons, other educators, service providers, and other interested stakeholders on understanding and implementing policies related to the educational rights of children and youth experiencing homelessness.

Position Summary:

The primary tasks of NCHE are to develop and disseminate materials on effective strategies, provide information and referrals upon request, and facilitate networking among educators, administrators, and service providers to ensure that children and youth experiencing homelessness can access educational opportunities and be successful in school. This position will be responsible for providing training and technical assistance to educational stakeholders and communities regarding the implementation of the McKinney-Vento Act.

Minimum Qualifications:

Master’s Degree in education, social work or related field or a bachelor’s degree with 3-5 years experience. Must have proven experience in applying or providing technical assistance or information on the McKinney-Vento Act or equivalent experience with other federal laws related to the education of children in poverty. Must have experience working with children and/or youth, and families experiencing homeless or at-risk children.

Research documentation and reporting

Essential Tasks:

Research and develop reports, briefs, documents and awareness materials appropriate for a wide range of audiences. Oversee input of information into databases and assist with developing various reports as needed. Provide assistance to federal, state and local educational agencies in reviewing data on homeless students and developing plans for program improvement.

Coordinate deliverables to insure that individual technical assistance requests (and helpline requests) are met and in compliance with ESSA and the McKinney-Vento Act, as well as other related federal laws.

Essential Tasks:

Develop conferences and meetings to support interactive and engaging workshops and presentations for national, state and local audiences. Conduct on-site and online trainings (webinars), lead planning teams and oversee their tasks, develop conference materials, conduct conferences and meetings, provide follow up with participants to ensure compliance to the grant deliverables.

Initiate, develop and maintain partnerships to share program information, develop joint projects and facilitate interagency collaboration; plan and conduct partner meetings and conference calls with an online component as necessary.

Initiate, develop, maintain and assist with online technology initiatives that facilitate networking and learning, including online professional networking communities, virtual conferences and webinars.
