Working Hours:

Working hours for this position consist of a 7.5 hour period during normal office hours exclusive of a ½

or 1 hour lunch; specific hours to be agreed upon between the supervisor and employee at the onset of

employment. Position normally requires working Monday through Friday but may require working

occasional weekend hours based on the needs of the department. May require working two evenings

per week.

Summary:

The Workforce and Economic Development/Community Education Records Manager is responsible for

establishing and maintaining proper procedures in regards to non-credit records, registration, curriculum

management and Cashiering. This position is the quality control manager with respect to both process and

customer service.

Essential Duties and Responsibilities:
  1. Manage non-credit records with regard to FTE, headcount, audit deadlines, grading and transcripts. Provide diagnostic assessment to problem solve in the presence of discrepancies in all areas.
  2. Oversee all cashiering functions in the absence of the Cashiering Supervisor and Manager, Accounts Receivable.
  3. Coordinate Curriculum Management involving all aspects of course: course (on occasion section creation) and billing creation in administrative software system.
  4. Assure that room locations & faculty assignments are listed on student registration/statement prior to the start of classes.
  5. Supervise the Accounts Receivable Analyst, and provide direction to the CE Records / Cashiers relating to records functions.
  6. Assist with training of WED/CE staff on function and operation of administrative software system.
  7. Assure timely and accurate recording of all aspects of non-credit student records
  8. Supervise all aspects of over the counter transactions and responsible for correcting errors as employees identify them.
  9. Responsible for either coverage or coordinating coverage with WED/CE data entry and cashier staff at all times.
  10. Coordinate the cancellation of classes and student refunds with WED/CE program directors and coordinators.
  11. Coordinate student records processing to assure accurate and timely imaging of all documents.
  12. Produce and maintain an Administrative Software Manual for non-credit records.
  13. Provide counter coverage as assigned by supervisor.
  14. Perform other duties as assigned by Supervisor
Supervisor Responsibilities:

Directly supervises the Accounts Receivable Analyst and provides direction to the Cashiering staff when performing CE Records functions. Assigns data input requirements for non credit registration. Carries out supervisory responsibilities in accordance with the Reading Area Community College policies, collective bargaining agreements and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education & Experience:

Required

  • Associate Degree in Business or Accounting with minimum of one year experience in CE records and/or cashiering required.
  • Or High School Diploma or general education degree (GED) with minimum of three years CE records and bookkeeping or cashiering experience required.

Preferred

  • Supervisory experience preferred (in a union environment is a plus)
  • Community College Experience
  • Bilingual: English / Spanish
Computer Skills:

To perform this job successfully, an individual should have knowledge of Internet software, spread sheet software; data based programming and word processing software and proficiency in typing and keyboarding.

Other Skills and Abilities:

Proficient in the use of calculator.

Other Qualifications:

Knowledge of Colleague Ellucian software is highly desirable.

Must have excellent verbal and non-verbal communication skills and be able to

work with diverse individuals and groups.

Communication Skills:

Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquires or complaints. Ability to make effective and persuasive speeches and presentations on complex topics to management.

Mathematical Skills:

Ability to add, subtract, multiply, and divide in all units of measure. Ability to calculate figures such as discounts and percentages. Ability to calculate, count and change currency.

Reasoning Ability:

Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
