As a Senior Contracts and Grants Manager, this position is part of the Department of Psychology's Financial Services unit, providing comprehensive analysis and management of the department's contract and grant functions for assigned departmental research programs. Provides leadership, professional guidance, and administrative services to faculty, administrators, and other departmentally-affiliated applicants and recipients of extramural and intramural grants and contracts involving funding of approximately $8 - $10M across 65-80 funding sources.
This position oversees and performs pre-award and post award activities for a specific academic unit cluster within the Department of Psychology (A. Social and Developmental areas; B. Cognitive, Health, and Quantitative areas; or C. Behavioral Neuroscience and Learning & Behavior areas) with large, complex, and diverse contract and grant portfolios, extending from proposal conception to the completion of a sponsored research projects. Identifies all cost considerations, both direct and indirect costs: direct salaries and wages including (or excluding) all fringe benefits and/or paid absences; total direct costs excluding (if applicable) capital expenditures (buildings, individual items of equipment; alterations and renovations), sub-awards, and flow-through funds; modified total direct costs consisting of salaries and wages, fringe benefits, materials and supplies, services, travel, and sub-awards; and creates exhibits and worksheets required by funding agencies and organizations. Provides expertise to assure compliance with governing cost principles, terms and conditions of grant awards, and allowable and unallowable costs. Analyzes and advises on test-worthiness in determining allowability of costs. Instrumental in submitting applications for grant and sub-award funding to governmental (federal, state, county, and municipal) and non-profit entities (foundations, educational institutions, research organizations) and meeting agency and university guidelines and published time tables and deadlines. Actively drives responsible stewardship for grant funds provided by its funding sponsors: acts as liaison between PI's and funding agencies to clarify and resolve any issues, questions, or concerns of researcher faculty applicants and current and principal investigators.
Responsible for maintenance and reporting of accurate records of project related expenses and compliance with all institutional policies and procedures related to sponsor rules, regulations, and/or terms and conditions of awards: coordination with PI's to confirm that the scope of the research is in line with funds available; provision of detailed monthly reconciliations of assigned project budgets, including determinations of allocability and allowability of charges; preparation and analysis of budget reports and the development of budget projections; adjustment and correction of assigned project budgets to meet project goals and funding requirements; provision of guidance and oversight to effort management of specified project portfolios until the terms of funding have been reached.
Also guides and advises other department fund managers on complex issues.
