VICE CHANCELLOR STUDENT AND INSTITUTIONAL SUCCESS - INTERIM ASSIGNMENT

The following position is available as an interim assignment for the Grossmont-Cuyamaca Community College District, Chancellor's Office. The assignment is for approximately 6 months, with the possibility of extension.
GRADE: Vice Chancellor
DEPARTMENT: Student and Institutional Success
Step A: $16,004 per month or Step B: $16,644 or Step C: $17,310
Step placement is based on full-time years of relevant experience in a comparable position in addition to the minimum required qualifications and experience.
Desired start date is as soon as possible
Temporary/Approximately 6 months
Monday - Friday / 8:00 a.m. to 5:00 p.m.
The vision for the interim position is as follows:
Develop a plan to integrate a Student and Instructional services and systems focus within the department building a bridge to IT support
Lead the Credentials implementation with College Admissions and Records leadership and Vice Presidents of Student Services
Provide leadership for the IT department and make recommendations for changes to the Chancellor
Develop a plan to bridge IT technical support with functional needs at the campus
Expand Student Services expertise within the department
Expand expertise on implementing student systems
Develop plans to respond to changes coming from the state (MIS, regulatory)
Lead the effort to enhance Student Self-Service from a functional perspective
Oversee Enrollment reporting and projection modeling
Reporting to the Chancellor, the Vice Chancellor Student and Institutional Success provides vision and leadership for districtwide academic and student services, community and workforce development, integrated strategic planning, institutional research, and information technologies. The Vice Chancellor serves as the District's chief academic, student services, technology, and institutional effectiveness officer in support of districtwide student success and institutional effectiveness activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In close collaboration with the college presidents and other members of Chancellor's Cabinet, the duties and responsibilities include, but are not limited to, providing executive leadership for the districtwide coordination and support of educational services; community and workforce development; research, planning, and institutional effectiveness; and technology services.
Lead development and implementation of the District's educational master plan, including integration with the colleges' education plans.
Support the development, review, and continuous improvement of academic and student support programs for the District to meet student and community needs.
Coordinate the District's strategic enrollment management efforts, including development of annual FTES targets and support for districtwide student engagement, retention and outreach initiatives.
Coordinate reporting for federal, state, and local agencies relating to instructional and student services programs.
Coordinate the development and implementation of districtwide agreements with private and public colleges and universities and local high schools.
Provide districtwide coordination of initiatives to promote student access, equity, and success
Remain current on innovative and effective strategies, programs, and practices and make recommendations for new educational services, programs, tools, strategies, and resources.
Promote communication between District Services and the colleges related to national, state, regional, and local matters regarding academic affairs, student services, and student success.
Community and Workforce Development
Coordinate districtwide efforts in workforce and economic development, contract education, and other initiatives to meet the needs of local and regional employers.
Lead the development, implementation, and evaluation of the District's high school partnership programs, including the East County Education Alliance.
Lead the development, implementation, and evaluation of the District's adult education partnership.
Research, Planning and Institutional Effectiveness
Oversee all research, planning, and institutional effectiveness activities for the District.
Leverage research and use of data to help the colleges create better education and career pathway opportunities for students.
Support the development, implementation, evaluation, and maintenance of processes for the ongoing data-driven review and enhancement of academic, student services, and administrative programs to maintain a positive accreditation status and continued improvement.
Serve as the District accreditation liaison officer to lead districtwide accreditation activities in coordination with college accreditation liaison officers and other District leaders.
Working with members of Chancellor's Cabinet, provide leadership to promote the District's mission, vision, and strategic priorities established by the GCCCD Governing Board.
Information Technology Services
Provide executive leadership in administrative and instructional technology, including hardware, networks, systems, applications, distance learning and telecommunications.
Lead development and implementation of the District's technology master plan, including integration with the colleges' technology plans.
Oversee the planning, coordination, and evaluation of all District technology services and activities.
Provide vision and resources for technology plans and activities to better serve students and employees.
Serve as a member of the District's labor negotiations team as a member of Chancellor's Cabinet.
Work with the Chief Negotiator on writing and editing draft proposals and background materials for negotiations and collective bargaining agreements.
Oversee data and information collection for District communications and collective bargaining and public information requests.
Perform other duties as assigned by the Chancellor
EDUCATION AND EXPERIENCE
A master's degree or equivalent and minimum of 5 years of increasingly responsible experience in higher education leadership.
Supervising diverse personnel in a range of positions. Organizational budgeting and planning. Administrative experience in a key position with decision-making responsibility Demonstrated knowledge of and experience with educational program planning, student services,
research, and strategic planning. Demonstrated knowledge of and experience with information technology in the higher education
learning environment. Demonstrated achievement in promoting student enrollment, success, retention, and outcomes. Demonstrated ability to work collegially in a participatory governance environment. Knowledge of regional accreditation standards and practices.
SPECIAL SKILLS OR REQUIREMENTS
Principles, theories, and concepts of academic affairs, student learning, student learning outcomes, and student support services and programs
Principles and practices of economic and workforce development
Objectives, policies, and methods pertaining to curriculum planning, development, and review
Principles and practices of budget preparation and administration
Principles of strategic planning and program development and review
Educational and community organizations, resources, and services relevant to educational services and workforce development
District organization, operations, policies, procedures, and objectives
Principles of public relations
Methods and techniques of research, analysis, and data-driven decision making, including use of data in planning and institutional effectiveness
Applicable federal and state regulations pertaining to instruction and student services
Principles of supervision, training, and performance evaluation
Principles of business letter writing and report preparation, English usage, spelling, grammar, and punctuation
Communicate effectively, both verbally and in writing, to a diverse range of individuals. Read and interpret financial statements including audits and IRS 990 filings.
Interpret and apply applicable federal, state, and local policies, laws and regulations.
Recruit, train, motivate and retain staff.
Plan and organize workflow to meet schedules and timelines.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Compile, assemble, and interpret data from diverse sources.
Maintain accurate and complete records and files.
Develop and monitor budgets.
Adapt to changing technologies.
Establish and maintain effective working relationships.
The primary worksite is in the GCCCD District Services facilities, currently located on the campus of Grossmont College, with access to a satellite office on the campus of Cuyamaca College.
Sitting and/or standing for prolonged periods of time.
Lifting, moving and carrying light objects.
Reaching overhead, above the shoulders and horizontally.
Dexterity of hands and fingers to operate a variety of office equipment including computer keyboard and peripheral equipment.
Hearing and speaking English to exchange information on the telephone, in writing, or in person.
Seeing to read and verify data, prepare various materials and view a computer monitor.
Ability to travel to various locations by car and airplane for conferences and meetings.
