Job Description:


Budget Title: Senior Personnel Associate (MP-4)


Salary: $70,000 - 80,000


Reporting to the Vice President of Diversity, Equity and Inclusion, the Affirmative Action Officer is responsible for the preparation of the annual affirmative action program, investigation and disposition of discrimination complaints, annual review and update of all policies and procedures related to affirmative action, and the design and delivery of educational materials and training to the campus community on matters relating to affirmative action and equal employment opportunity.


Affirmative Action Program


  • Administers the University's Affirmative Action Program, including the collection and analysis of data, the maintenance of records, and the preparation and submission of required internal and external reports in accordance with federal and state compliance regulations.
    • Conducts adverse impact analyses and other statistical analyses for annual affirmative action program. Monitors personnel data for progress toward goals.
    • Designs and implements self-audit systems to ensure that programs and processes are in compliance with regulatory standards.
    • Communicates availability data and placement goals to assist departments and campus in achieving goals.
  • Develops and implements case management plan for each reported incident falling under the Affirmative Action Officer's purview. Conducts investigations, writes summaries, findings of fact and recommendation(s).
  • Reviews, authorizes and manages search process for the Research Foundation.

Investigations


  • Conducts investigations of complaints of sexual harassment (including sexual violence), non-sexual harassment, and other forms of discrimination where protected classes are implicated.
    • Investigations include interviews of complainants, respondents, witnesses, and management, and a review of relevant documentation, physical evidence, or statistical information.
    • Develops and prepares comprehensive reports based on facts revealed in investigations.
    • Reports include analysis of applicable laws and policies, factual background, summaries of allegations and witness interviews, and recommendations.
  • Acts as a representative of the University regarding discrimination complaints filed to state and federal agencies.
  • May mediate workplace disputes for faculty, staff, and students upon request.
  • May assist Human Resources with faculty and staff employee relations issues.
  • Facilitates training and determines educational strategies for administrators, faculty, staff and students to increase knowledge and skills regarding affirmative action and equal opportunity programs.
  • Delivers presentations, workshops and where appropriate, content for online training to educate the University community regarding affirmative action policy and data and search procedures.

Organizational Climate and Culture


  • Collaborates with the Vice President of Diversity, Equity and Inclusion and other University personnel to develop and maintain an approach to foster diversity, equity and inclusion.
    • Collaborates with appropriate campus departments and individuals to develop and promote programs that recognize the value of diversity, equity and inclusivity.
  • Conducts exit interviews with full-time faculty and professional employees. Assesses the data collected from the interviews to identify patterns and systemic problems requiring resolution. Provides an annual report to the vice president.
  • Works with staff to identify procedures, programs and processes that will support employee engagement, job satisfaction, productivity and organizational effectiveness. May include the use of stay interviews and employee satisfaction surveys.

DEI Metrics/Reporting


  • Prepares reports and makes recommendations assessing the effectiveness of recruitment and utilization of personnel in order to insure a policy of non-discrimination, affirmative action, and equal employment.
  • Translates statistical analyses and data reports to provide clear and concise insight for equity and diversity initiatives.
  • Generates ad-hoc metrics reports, as necessary, to respond to faculty, staff and student complaints and grievances.
  • Develops and implements internal measures and/or reports which inform the administration of the status of ADA compliance and opportunities for employees with disabilities.
  • Professional Development.
  • Engages in appropriate professional development programs to remain current in the field and to be able to accurately advise employees.

Other


  • Administers the ADA accommodation process for employees.
  • Stays abreast of regulatory, legal, and policy updates from the OFCCP, EEOC, OCR and other agencies regarding equal opportunity data collection, reporting and auditing.


Requirements:


  • Juris Doctor or Master's degree from a college or university accredited by a U.S. Department of Education, recognized accrediting organization, preferably in human resources, business administration, or a closely related field
  • Professional experience working with affirmative action/equal opportunity programs or in one or more areas of human resources such as recruitment, employee relations, or training
  • Demonstrated commitment to equity, diversity and inclusion efforts
  • Demonstrated ability exercising sound judgement and problem solving skills to address and resolve complex issues
  • Strong writing, oral and presentation skills
  • Effective interpersonal skills
  • Strong attention to detail and organization skills
  • Skilled in handling sensitive information and situations with diplomacy, discretion, and a high degree of professionalism
  • Demonstrated ability to complete work assignments within established timelines, while balancing competing and shifting priorities

Preferred Qualifications


  • Knowledge of current affirmative action and equal opportunity laws and programs
  • Experience investigating and resolving employment, discrimination or harassment related complaints
  • Experience designing and delivering training programs
