The Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill houses the NC Institute of Medicine (NCIOM). The NCIOM was established by the NC General Assembly (1983) as an independent, non-political source of advice and information on health and health care issues facing the state, at the request of the legislature, state agencies, foundations, or other groups. The Research Associate, with the working title of President and CEO of the NCIOM, is responsible for the overall operations of the NCIOM and the NCMJ and reports to the NCIOM Board of Directors. The work of the NCIOM takes place primarily through multidisciplinary task forces of 30-60 members. The Institute also publishes the NCMJ (North Carolina Medical Journal), a statewide journal of health policy analysis and debate, which is circulated to approximately 170,000 individuals and organizations six times per year. Since 2017, the NCIOM has also been conducting a legislative health policy fellows program for state lawmakers. The position requires an ability to work with state policy makers, health professionals, trade associations, business/community leaders, and advocacy organizations to involve them in the health policy development process and garner their support to implement key recommendations on health and health care issues. The Research Associate must have an understanding of health and health care issues, state and national health policies and the policy making process, experience facilitating diverse groups, superior public speaking and writing ability, fundraising, budget, and excellent management skills. The Research Associate must also have an understanding of research methodology and the ability to translate research to policy makers and other stakeholder groups. The position supervises approximately 10 staff and 2-3 student interns, including two project directors and the managing editor of the NCMJ, but as a research position is exempt from spans and layers.

Educational Requirements

Completion of a doctoral or terminal degree or a master’s degree and 10 years of experience in Health Policy, Public Policy, Health-Related Discipline, Medicine, Law, or other related fields.

Qualifications and Experience

At least 10 years experience in a health policy setting or equivalent is required. The position also requires the following:

1)Management skills, including the ability to manage a staff, assist with financial oversight, write grants, and raise other funds, and other management responsibilities.
2)Facilitation skills, including leading large task force meetings with varied stakeholder groups including legislators, county commissioners, state and local agency staff, health care providers, insurers, business and community leaders, faith community members, and consumers.
3)Writing and editing skills, including the ability to translate complex health policy, clinical and/or scientific concepts into information to be presented to policy makers, providers, and/or the general public.
4)Public policy analysis skills, including the ability to identify and evaluate different policy options.
5)Public speaking skills, including the ability to convey complex health issues, processes, systems, and policy options to large and diverse audiences.
6)One or more of the following skills: quantitative, qualitative, legal or clinical skills.
7)Understanding of state and national health policies, health care providers, payers and governmental agencies, and state and federal policy-making processes.
