Departmental Overview

In Environmental Science, Policy, and Management (ESPM), we strive to serve as the campus portal to environmental research and issues. Berkeley is founded on the principle of knowledge for the public good. Our department builds on this promise. We offer a portfolio of exciting undergraduate majors that offer diverse career options to students interested in biology, environmental science, environmental policy, and preparation for the health professions. Reporting to the Department Chair(s), with a recognized dotted line to the Rausser College of Natural Resources (RCNR) Assistant Dean for Administration and Finance, the Department Manager is responsible for managing the administrative operations of ESPM, a large academic department, in coordination with centralized RCNR and Berkeley Regional Services staff. This position may also manage one or more smaller academic units.

Responsibilities
  • Manages, plans and administers all administrative operations for the Department of Environmental Science, Policy, & Management, and other units as assigned by the College.
  • Administrative services include IT, facilities, student services, laboratories, budgetary financial management, human resources, and space planning.
  • Prepares short and long range planning for administrative services operations and improvements to processes.
  • Formulate policies and guidelines to carry out the unit's missions while ensuring compliance with campus and regulatory requirements.
  • Acts as chief liaison with BRS to ensure the smooth programmatic functioning and appropriate interaction/communication between shared functions in support of units.
  • Advises faculty on campus requirements, and recommends course of action for various projects.
  • Plans for physical plant rehabilitation and renovations; manages space assignments.
  • Develops, projects, and monitors operating and TAS budgets.
  • Ensure that class offerings are consistent with departmental needs, enrollments are maximized, and costs remain within the budget's constraints.
  • Recommends and implements revenue generation programs.
  • Proactively reviews financial ledgers to ensure adherence to approved budgets.
  • Devises financial reports and provides regular financial reporting to the Chair(s).
  • Works collaboratively with Dean's Office on preparation of annual budget and forecast updates in CalPlanning.
  • Manages departmental programs, including seminar series, hiring of lecturers, and oversight of departmental classroom scheduling.
  • Serves on College and campus committees and working groups, and as an expert resource to new managers in the College.
  • Working collaboratively with RCNR Dean's Office, coordinates Agricultural Experiment Station project submissions and annual reports.
  • Represents the department on business affairs to the institution community.
  • Ensures ADA compliance for qualified individuals.
  • Oversees staff management and training.
  • Hires, trains, evaluates and supervises administrative staff.
  • Evaluates organizational structure and makes staffing changes as appropriate.
  • Ensures all contractual obligations are fulfilled and that staff receive training in order to keep skills current and learn new systems as they are rolled out.
  • Ensures the preparation of analysis on staff and academic personnel matters, including the annual faculty FTE proposal.
  • Liaisons with Principal Investigators to ensure that staff in research labs are evaluated under the Achieve Together program.

Required Qualifications
  • Broad knowledge of, or ability to quickly learn, campus processes, protocols and procedures with a focus on budget, account and fund management; personnel management and personnel policy.
  • Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Broad knowledge of or ability to quickly learn, common campus-specific and other computer application programs.
  • Proven ability to organize department work functions in an efficient and effective manner.
  • Skills to work collaboratively with other campus locations.
  • Demonstrated management and conflict resolution skills to effectively lead and motivate others.
  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Skills in organization and customer service to effectively manage multiple important priorities.
  • Strong verbal and written communication skills; ability to influence/persuade all levels of staff.
  • Bachelor's degree in related area and/or equivalent experience/training.

Salary & Benefits

Salary range is commensurate with experience within the range of $93,600-$139,000.
