Job Summary

The Director of Finance and Administration reports directly to the Dean of the Graduate School and oversees the Graduate School Major Budgetary Unit (MBU). The Director is responsible for overseeing and directing a broad range of functional areas including: finance and budget, procurement, human resources, recruitment and on-/off-boarding, performance evaluation, compensation, data analytics, business performance metrics, financial reporting, organizational operations, and space management. Administers graduate student non-working fellowship and Externship programs. Supervises the Office of Communications and Events staff within the Graduate School. Holds signature authority with funds. This individual will work closely with all members of the Graduate School leadership team.

Essential Functions

  • Develop, implement, and evaluate departmental policies and procedures to ensure compliance with University rules and procedures.
  • Analyze, interpret, and forecast annual budget funds as well as revenue and expenditures.
  • Create annual administrative budgets for reporting units.
  • Review vendor bids/proposals, terms and conditions, prepare contracts for services.
  • Provide oversight to: the Dean to manage current and projected personnel/staffing needs as well the recruiting process; the unit’s systems administration (workforce productivity).
  • Supervises the Communications and Events Manager for the Graduate School. Provide functional supervision for all units reporting to the Dean.
  • Manage funding for Graduate School-funded fellowship programs and administers the Graduate School’s Externship programs. Review and approve Externship applications, coordinate non-working fellowship program with relevant staff in the Assistantship Office and Office of Inclusion and Engagement.
  • Administer special cross-departmental administrative projects (e.g., work space reallocation, inter-office personnel transfers, building/contents/facilities maintenance, asset upgrades, and storage arrangements).

    Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor's Degree in Accounting, Finance, Business Management or related field.
  • 5 years of experience in a related leadership financial position.
  • 3 years of supervisory experience.
  • Ability to:
  • Create, analyze, and monitor budgets, prepare reports/financial statements and develop creative financial management systems tailored to specific needs.
  • Work independently and with multiple constituencies.
  • Carry significant responsibility, make decisions and work well in a public service environment.
  • Functional understanding of:
  • Generally accepted accounting and financial principles (cash and accrual).
  • Commonwealth or municipal purchasing/procurement and cash handling policies.
  • Strong interest and experience in finance and use of business intelligence analytics.
  • Ability to oversee and manage general administrative functions in a multi-faceted organization including human resource management and office operations.
  • Highly computer literate including current and emerging networked data systems, software applications, database programming, and data retrieval for financial applications.
  • Excellent organizational, communication and analytical thinking skills.
  • Must be a team player.
  • Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Master’s Degree in Accounting, Finance, Business Administration, Human Resource Management or related field.
  • Related work experience in higher education.
  • Experience with banking, management of public funds, cost/profit centers, fee-for-service enterprises and eCommerce.
  • Familiarity with PeopleSoft automated systems such as BRS, SIS, and FRS.

    This is a non-unit position.

    Work Schedule

    40 hours per week; Monday-Friday, 8:30 a.m.-5:00 p.m.
