The Center for the Study of Child Care Employment, at the Institute for Research on Labor and Employment (IRLE), UC Berkeley, seeks applications for a Research Director (Full Specialist) at 100% time with an expected start date of November 2020.
Responsibilities
Reporting to the CSCCE Director, the Research Director serves as a member of the Center's senior leadership team and plays a formative role in CSCCE's overall current and future projects. As all positions and work of CSCCE are supported by extramural funds, the Research Director will be expected to assist the Directors to obtain salary and project support from grants, contracts, and other external resources, for purposes consistent with the mission of the Center. The Research Director will lead and manage a research and policy team, including Research and Policy Associates and Specialists, supervise data collection, data management, and analysis of research projects, and assist the team to develop and supervise student research projects. The Research Director will support other organizational priorities, as defined by the Director, given the flexibility required of all staff in a relatively small and fast-paced organization. The incumbent will periodically travel to represent CSCCE and present findings and meetings and professional conferences at various locations across the country.

Minimally, the successful candidate must demonstrate a commitment to re-envisioning early childhood systems to effectively and equitably serve all children, their families, and the early educators who work on their behalf; a desire to explore the intersection between research, policy, and practice; and broad knowledge of early childhood education systems, reforms, and trends. Beyond these key qualities, the Research Director must demonstrate vision, intellectual curiosity, and a level of research expertise that is required to lead this work; and the agility required to shift from project management and analysis, to translating and sharing findings, in order to foster a deeper understanding of the issues and influence public policy.

Key responsibilities:
  • Provide supervision and technical assistance (methodological, content-related, and managerial) to CSCCE research staff to ensure that work is conducted according to specifications, on schedule, and within budget;
  • Apply a perspective on research and policy that contributes to CSCCE's overall vision and mission;
  • Write proposals, develop research designs, analyze data, prepare reports and articles, and translate results in various written, visual, and oral formats to diverse audiences;
  • Serve as thought partner with senior leadership and the research and policy team to develop forward thinking and cutting edge research and policy proposals; and
  • Serve as a public spokesperson regarding the work of CSCCE and engage in local, state, and national efforts to inform policymakers, key stakeholders, and the public.
  • Supervise Research and Policy Associates (PPA3), Specialist series appointees.
    Basic Qualifications (At the time of application)
    Master's Degree or equivalent international degree

    Additional Qualifications (By start date)
    At least seven (7) years of professional work experience.

    Preferred Qualifications (By start date)
  • Doctorate or equivalent international degree preferred with a focus in early childhood education, public policy, social sciences, or other related field.
  • Advanced quantitative and qualitative data analysis skills, experience using SPSS and STATA; Familiarity with MPlus and R is preferred.
  • Demonstrated experience successfully leading projects and research proposal development and effectively managing projects, including both internal team projects as well as external vendors/contractors;
  • Demonstrated ability to cultivate and manage productive relationships with internal project staff, external research partners, funders, and other key stakeholders;
  • Demonstrated experience in positions of increasing responsibility in research, data analysis and policy in the early childhood education sector, or closely allied sector, using multiple research methods, qualitative and quantitative; and
  • A track record of compelling communications including, but not limited to published research.

    Appointment
    This position reports to Lea Austin, CSCCE Director. The initial appointment will be at 100% time for one year with the possibility of extension based on satisfactory performance and availability of funding.

    Salary and Benefits
    $75,100 - $157,400 depending on qualifications. This position provides full benefits. Salary will be commensurate with qualifications and experience and based on UC Berkeley Specialist salary scale
