Primary Purpose of the Organizational Unit

The University Controller’s Office serves the campus community as well as federal, state, and other entities by providing administration of the general ledger, disbursement processing for payroll and accounts payable, and receipt processing for all University funds. Financial reporting duties are performed.

Position Summary

The Primary purpose of the University Controller is to provide service to the campus community by developing and maintaining a highly motivated and competent staff and by managing the automated and manual financial systems which provide essential services to the University.

The University Controller is responsible for the management direction, and development of the General Accounting, Payroll Accounting, Accounts Payable, and Cashiers Office functions. These primary functional areas provide services for payment processing; internal and external financial reporting; financial accounting; financial data control; fixed asset accounting; payroll processing for faculty, staff and student employees; cashiering; student accounts and loans receivable, and other accounting services. The Controller will play a roll in developing more robust managerial reporting capability.

The University Controller provides oversight, management, and coordination for multiple interrelated automated financial systems such as the Banner HR payroll system, the Banner Finance system which is composed of financial accounting and accounts payable systems, the financial reporting system, the cashiering system, and the student accounts receivable system as well as microcomputer applications.

The University Controller independently manages the accounting and related functions. Reporting to the Associate Vice Chancellor for Finance, the University Controller is responsible for efficient and effective management of, Accounts Payable, Cashiers & Student Accounts, Fixed Assets, General Accounting, NRA Tax and Payroll functions. The University Controller recommends policy changes and implements procedural improvements. In addition to the technical skill associated with the CPA designation and a professional accountant, the University Controller will possess a passion for transparency, attention to detail, communication, team building, exceptional customer service and commitment to UNCG’s mission.

The successful candidate will be expected to be a trusted partner to the Associate Vice Chancellor for Finance and the Vice Chancellor for Finance and Administration. A commitment to hard work, candor and a sense of humor is essential.

Minimum Qualifications

The University Controller must have graduated from a four-year college or university with a major or emphasis in accounting course work. CPA licensure is required.

Preferred Qualifications

-B.S. Degree with Major in Accounting or MBA preferred.
-Demonstrated strong skills in management, administration, oral and written communications, interpersonal skills, and planning.
-In addition to formal education, at least 10 years of progressive experience in operations of accounting and related functions, supervision of staff and management of staff is required.
-Experience in Higher Education Institution is preferred.

Operational Responsibilities

Essential Tasks

Outstanding Customer Service skills are required.

Responsible to the Associate Vice Chancellor for Finance for all University accounting, financial reporting, payroll and cashiering development and operations.

Key functional accounting resource for approximately 200 departments/units in the University community and Internal Control Officer.

Provides oversight and manages accounting and reporting operations totaling over $200 million in current operating revenue, plus state appropriation and over $400 million in current operating expenses; provides oversight and manages University payroll totaling almost $300 million and servicing 2,500 faculty and staff members in addition to student and temporary employees. Provides oversight and manages cashiering and student accounts and loans receivables for student population in excess of 20,000.

Provides management, direction, and development of complex financial systems and uses independent judgment to provide accounting services within the framework of polices and procedures established by federal, state and campus levels. The University Controller is the key resource in the development of, implementation of, and adherence of University policies and procedures. Will help develop robust managerial reports and dashboards.

Primary contact with the Office of the State Controller (OSC) concerning the comprehensive Statewide Accounting System and ensures the University accounting and reporting interfaces are properly developed and maintained to provide essential information and reports.

Provides oversight, management and coordination of allotment accounting function which is crucial for resource and expenditure planning.

Responsible for ensuring the accounting services for faculty, staff and student payroll processing and reporting, invoice payment and travel reimbursement process, allotment accounting, financial accounting, and reporting and financial data control, fixed assets, student accounts collections and reporting, student loans collections and reporting and other University needs are efficiently and effectively provided.

Service, Representation and Managerial

Essential Tasks

The University Controller works with the Associate Vice Chancellor for Finance in training and educating University personnel necessary to support financial systems, policies, and procedures.

Provides professional accounting expertise to the University community by interpreting and communicating accounting principles and practices as promulgated by the American Institute of Certified Public Accountants (AICPA), the National Association of College and University Business Officers (NACUBO), the Financial Accounting Standards Board (FASB), and the Governmental Accounting Standards Board (GASB).

Assists in directing and maintaining effective communication with the University community by resolving unique issues and interpreting and explaining complex policies and procedures.

Provides management for accounting operations to enable the University to have efficient and effective financial systems to provide essential services to students, faculty and staff.

Responsible for providing timely and accurate financial reporting to University management and external entities.

The University Controller represents the Finance and Administration division in accounting matters to the University community on the request of the Associate Vice Chancellor for Finance and the Vice Chancellor for Finance and Administration.

Assists the Associate Vice Chancellor for Finance and the Vice Chancellor for Finance and Administration in representing the University in accounting matters to UNC System Office, the Office of State Budget and Management and federal agencies.

Is the primary contact in communicating with the Office of the State Controller (OSC) and the Office of State Auditor. This involves policy interpretation and implementation for financial reporting, taxation, financial audit, and other significant issues. Also provides feedback to the OSC on proposed regulations.

Development and Operational Management

Essential Tasks

The University Controller is responible for recommending improvements in University policies and procedures to the Associate Vice Chancellor for Finance and the Vice Chancellor for Finance and Administration.

Assists in development and implementation of automated financial systems involving generating ideas to design effective methods of operation. Works with a project team in coordinating system design, implementation, and operation, defining duties and responsibilities of staff members to effectively utilize the system; train and educate staff members.

Provides oversight and management in the development of financial systems and interfaced components to ensure systems integrity and proper internal controls.

Responsible for coordinating systems development to adhere to requirements of the Statewide Accounting System administered by the Office of the State Controller.

Establishes and realizes goals and objectives for accounting and related functions which provide direction and progress and which are consistent with division and University standards.

The University Controller accomplishes duties and tasks as requested by the Associate Vice Chancellor for Finance and the Vice Chancellor for Finance and Administration.

Provides management and direction to ensure the efficient and effective processing, reporting of accounting and related systems by determining appropriate methods and standards of operations. Provides insight, independent judgment, and counsel to staff managers; and by coordinating communications with the University community, other universities, as well as state and federal agencies.

Responsible for ensuring that the accounting and related systems fulfill processing and reporting needs of the University, community, state and federal agencies, and other entities.

Assists in maintaining proper interface with budgetary controls and provides oversight and coordination to ensure that the management of the allotment of state appropriation is effective in planning University resources and expenditures.

Maintains an effective organizational structure for the accounting area to provide growth for staff members and best utilize their knowledge and abilities.

The University Controller must be knowledgeable in regards to standards, rules, and regulations of professional governing entities, UNC System Office, the Office of State Budget and Management, the Office of State Controller, the Office of State Auditor, other state agencies, the Social Security Administration, the Internal Revenue Service, other federal agencies, the financial industry, and other entities to ensure that the University’s accounting, reporting, payroll, and other systems are functioning appropriately.

Has oversight and management responsibility for publication of the University’s annual financial report submitted to the Office of State Controller and audited
by the Office of State Auditor as well as responsibility for ensuring that the proper systems and procedures are used for information compilation and reporting using the Statewide Accounting System of OSC and the University’s Banner Finance System. The University Controller also provides direction to ensure that monthy, quarterly, and annual reporting requirements to the University community, UNC System Office, the Office of State Budget and Management, and other entities are met.

The University Controller works with Foundation Finance to blend the University Endowment funds into UNC Greensboro’s Annual Financial reports.

The University Controller is responsible for staff development and training; plans, prepares, and conducts or delegates the presentation of materials and information for internal sessions to inform and educate staff members in policies, procedures, and system operations. The Controller is responsible for conducting performance evaluations of staff members with a direct reporting line and monitoring the performance evaluation process of all accounting staff members.

The University Controller works to resolve any personnel issues in and among the staff to ensure proper staff performance, to minimize impact on operational effectiveness, and to maximize staff morale. The Controller is also responsible for the recruitment, development, and retention of a motivated, professional, and competent staff.

The University Controller independently manages the accounting and related functions. Reporting to the Associate Vice Chancellor for Finance, the University Controller is responsible for the efficient and effective management of the accounting, accounts payable, payroll and cashiering functions. Variety and Purpose of Personal Contacts:

The University Controller has contact with the campus community and external entities. The Controller is the primary representative of the accounting function on issues involving other offices including the Office of Human Resources, the Budget Office, the Provost Office, Information Technology Systems, and other offices.

The University Controller represents the University on issues involving the Office of the State Controller and the Office of State Auditor. The University Controller maintains contacts with the financial staff of other UNC System universities.

The Controller works with staff to discuss operational issues, regulatory requirements, proposed improvements, and other matters.

Equipment, Instruments, Materials used:
The University Controller uses a computer to access Banner Human Resources and Banner Finance daily. Webfocus reports will also be developed after training is completed. Spreadsheets, Microsoft Word software is also used. Able to assess the effectiveness of current systems and business processes.

Visual, Mental Concentration and Manipulative Skills:

Mental concentration and visual attention are required to perform all duties. Various deadlines apply to reporting and other functions.

Dynamics of Work:

The work function can change due to new reporting requirements, systems implementation, information requests, regulatory changes, or other factors. The University Controller must respond to the dynamics of change by coordinating necessary procedural modifications.
