The Chief Health Application Officer plans, organizes and directs the establishment and management of enterprise IT health and revenue cycle applications in support of overall goals and objectives. This will require very strong negotiating and people skills to facilitate the delivery and support of the applications for both inpatient and outpatient care systems among several others. The incumbent plans, organizes and directs the establishment and management of enterprise clinical applications and EMR (Epic) in support of overall goals and objectives. Manages staff and vendor relationships for the development, design, deployment and daily operations of enterprise clinical systems. Coordinates with other groups to achieve goals as established by senior management.

JOB FUNCTIONS

Leads the development, communication, and execution of health and revenue cycle application strategy in alignment with the health system's mission. Serves as an integral member of the IT leadership team assuring strategic and appropriate applications of technology in education, research, and clinical planning and practice, and outreach. Develops a vision for clinical and revenue cycle technology, keeps abreast of industry best practices and emerging technology, and identifies opportunities to use new technologies to support Health System programs. Guides health and revenue cycle governance to establish related priorities, develop policies and standards, and allocates IT resources. Ensures delivery of appropriate, effective, efficient, sustainable and secure IT services to customers. Aligns long-term and short-term strategic plans and practices with Health System strategic plans and practices. Develops and supports an effective and efficient IT workforce and represents the Health System in negotiating and managing enterprise vendor contracts and relationships. Engages stakeholders to ensure transparency and promote positive partnerships. Develops and maintains cooperative relationships with relevant federal, state, and Health System representatives and departments. Collaborates with customers and consultants to identify technology needs and remain open minded to innovative solutions to meet customer expectations. Analyzes organizational impact of technology trends and best practices on business solutions, evaluates how future technology solutions impact current and future business, and establishes long-term work plans and strategies to ensure optimization of services across the organization. Develops and administers the department’s budget and ensures Health System-wide adherence to a centralized technology acquisitions process. Maintains the responsibility for developing, recommending, and implementing all technology operations policies and procedures for the Health System. Ensures internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with Health System policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations. Creates an effective control environment, conducts risk assessment, implements and monitors controls.

1. Strategic Planning

Promotes quality and productivity improvements through involvement in the development of improved procedures, process innovations and changes which support the strategic direction of the CIO.
Plans and implements the utilization of information resources to support the strategic direction and operations.


2. Financial Management

Assists with the management of operating and capital budgets associated with clinical applications and associated projects.


3. Operational Performance

Collaborates with Governance Committee to establish standards, guidelines and policies.
Oversees the interaction of leaders contributing to the design and implementation of enterprise systems and strategy.
Interacts with interdepartmental leaders, both financial and clinical, to assess needs, leverage resources and ensure accurate project deliveries.
Partners with leaders in the Health System’s executive offices, community and key stakeholders to ensure proper planning to address system delivery and reporting requests.
Provides technical information on products in the market that may benefit the Health System’s initiatives involving analytics, data sharing and data storage.


4. Technology

Directs the planning, design, implementation and support of enterprise clinical applications and EMR (Epic).


5. Standards Compliance

Ensures compliance with federal, state and local rules, regulations and tax laws and Joint Commission standards.


6. HR Development

Selects, develops, manages and evaluates direct reports and oversees the selection, development, management and evaluation of indirect reports.
Manages a diverse staff of professional and technical employees and ensures they are trained in appropriate processes and documentation standards.


7. Business Development

Works directly with executive leadership in planning new business ventures requiring IT.
Develops strong relationships within the organization and outside vendors.


REQUIREMENTS:

  • Master’s degree in Information Technology, Informatics, Business Administration, Computer Science or related field is preferred

  • Minimum of ten (10) years progressive experience in information systems including a minimum of five (5) years’ experience in implementing, managing and leading clinical applications in a healthcare environment

  • Solid experience with Epic or MEDITECH is preferred. Certifications and/or proficiencies of Epic applications is highly preferred

  • Leadership, communication, presentation, relationship building and strategic planning and implementation skills

  • Experience in dealing with all levels within IT and senior level business unit leadership

  • Strong analytical and organizational skills and ability to develop and implement complex plans
