This is a one year contract appointment position with the possibility of additional year contract appointment extensions. Per the University of California (UC) recruitment policy, because this position has undergone competitive recruitment, this position can be converted to career status any time after hire, as conversion meets criteria set by UC recruitment policy and the needs of the Office of Information Technology department.

Position Summary:

The Office of Information Technology (OIT) is responsible for supporting the IT needs of UC Irvine faculty, students, and staff. Our mission is to provide information technology leadership, services, and innovative solutions to promote the research, education and community service goals of the University. The OIT Office of Institutional Research IT team provides operational support for the Office of Institutional Research (OIR), including database development and support, data analysis and support of OIR’s business needs. The Office of Institutional Research (OIR) provides research, analysis, and reporting that supports ongoing campus strategic planning. This includes collecting, analyzing, and disseminating institutional data, obtaining and tracking comparative and benchmarking data, conducting and analyzing surveys of specific constituencies (students, employees, alumni, etc.), engaging in research vital for informed decision-making, and reporting data to internal and external audiences. The OIR-IT team works under the umbrella of the larger OIT Business Intelligence/Data Warehouse team. This team is responsible for the design, development, deployment, documentation, ongoing maintenance and support of the enterprise data warehouse (EDW) and decision support for the campus. The EDW is the centerpiece of the campus reporting and analytics strategy, facilitating decision making at all levels.

Under supervision of the Decision Support and Institutional Research IT, the OIR Data Systems Analyst provides ongoing operational support, database development and technical support for the Office of Institutional Research (OIR). The incumbent participates in all database related activities, ETL development and processing, and data quality assurance and remediation. The incumbent serves as technical resource in complex support tasks for OIR functional staff. The incumbent also participates in the development and ongoing maintenance of a campus-wide business intelligence and decision support effort, focusing on the Student Data Warehouse (SDW), and the integration of legacy payroll data with UCPath project. This is part of a longer-term goal to migrate OIR away from its own data silos, and toward becoming a customer of campus commodity data systems. The incumbent works in close collaboration with the Office of Institutional Research, the UCPath team, the Enterprise Student Management (ESMS) team, Graduate Division, Office of the Vice Provost of Teaching and Learning, other members of the Business Intelligence/Data Warehouse team, and various other business and technical units throughout campus.

Required:

Minimum one year of experience working in a data-driven technical environment.

Minimum BA/BS in Computer Science or a relevant field, OR one (1) year with MA/MS or an equivalent experience in a relevant field.

Strong database development skills, including relational modeling, and SQL query development. Experience working with data analysis, data management, and end users reporting; assisting client users with business analysis, requirements specification, and meeting client expectations. Experience with data migrations and transformations, including ETL and ESB technologies. Knowledge of data management systems, practices and standards.

Excellent interpersonal skills to successfully collaborate with a broad range of personnel with varying levels of technical knowledge. Excellent analytical, organizational, critical thinking and problem solving skills. Excellent written, oral, presentation, and interpersonal communication skills.

Experience with providing information technology solutions to end-users. Familiarity with confidential, sensitive and restricted data. Familiarity with project and task tracking and reporting. Familiarity with data quality and governance issues and requirements.

Ability to work with others from diverse backgrounds. Self-motivated and able to work independently and as part of a team.

Strong problem-solving skills. Able to learn effectively and meet deadlines. Strong analytical and design skills, including the ability to abstract information requirements from real-world processes to understand information flows in computer systems.

Ability to document procedures, processes, guidelines, data formats, data dictionaries and developed systems for technical and non-technical users.

Preferred:

Working experience implementing data warehousing, decision support, and business intelligence solutions. Experience with business intelligence technologies and tools, such as IBM Cognos, Business Objects, Oracle Business Intelligence (OBIEE), SAS and Tableau. Experience with ETL tools such as Informatica.

Experience in a higher education environment, especially working with student, employee and financial data. Knowledge of FERPA, HIPAA and SB1386 Security laws and other legislation governing security of IT activity.

Knowledge of and experience with standard data warehousing techniques, data modeling, star and snowflake schema design and implementation, and design patterns.

Experience working on agile development projects.

Extensive experience using Unix/Linux in a development environment, including scripting and shell programming.

Strong Java programming skills, including experience in JPA, Spring, Apache Camel and enterprise integration patterns

Experience working with student data in a higher education environment.

Experience working within Institutional Research or related higher-education area.
