Director, HR Operations

DescriptionThe Director is responsible for developing a collaborative approach to HR Operations in line with UCCS’s workforce needs, culture and values. They will develop a team of HR business partners that will provide HR services in support of HR operations objectives and will ensure that HR is compliant with all state and federal laws and policies applicable and relevant to HR operations practices. The Director is responsible for providing strategic leadership to the Operations functions and employing cutting edge thinking, the use of innovation and proven best practices to deliver optimal solutions along with superior HR customer service. The Director works as a strategic partner and as a member of the HR leadership team with campus constituencies to support projects, business processes and workflow. The Director will oversee several HR Professionals and is responsible for developing and maintaining effective working relationships between Human Resources and the campus at large.  Collectively, they will foster a team environment and strong service culture that ensures engaging communications and delivery of timely and quality driven service to internal customers and University stakeholders. 
Job Duties:
  • Plan, organize and coordinate functions and activities related to HR operations (Payroll, HR Service Center, HRIS, policy, records, budget management, projects)
  • Support HR staff to effectively resolve problems, interpret/communicate HR policies and procedures and recommend courses of action
  • Identify optimal solutions that meet the needs of the university by recommending process improvements, system enhancements and alternatives
  • Work with HR Business Analyst to analyze, oversee and manage HR local and enterprise systems
  • Recommend, develop, modify and communicate HR policies and procedures in alignment with UCCS values, appropriate laws and regulations
  • Ensure that HR operations, forms, reports, processes, policies and recordkeeping are up to date and compliant
  • Provide leadership and oversee employee information collection, analysis and reporting; ensure data integrity
  • Manage a communication strategy that ensure effective, timely and clear messaging of HR business practices
  • Review, monitor and manage Human Resources budgets in consultation with AVC/CHRO
  • Create key HR metrics for monitoring workforce patterns/trends and regularly share with Senior Leadership
  • Oversee annual development of University Affirmative Action Plan in coordination with campus Institutional Research Office and selected external consultant/vendor. 
  • Advise, counsel and provide support to University departments/units in policy/procedural matters including creative solutions to workforce problems and issues
  • Research emerging HR trends and best practices; recommend strategies to meet the challenges in optimizing the People philosophy of the University
  • Serve as central point of contact for interdepartmental projects and communications related to HR business operations
  • Contribute as key member of several CU System HR committees.
  • Participate in professional development sessions, conferences or seminars and University committees

This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
Salary Range: Generally starting between $69,440 - $99,200

QualificationsMinimum Requirements: 
  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development or related field
  • Three (3) years supervisory experience
  • Five (5) years’ experience at the central level as an HR Manager, HR Operations Manager or similar role to include at least two of the following areas: benefits/payroll, HRIS and records, employee engagement/communications, development/application of HR policies and procedures
  • Experience with Enterprise level HR Management Systems
  • Experience working with federal and state employment regulations
Preferred Requirements:
  • Master’s Degree in Human Resources, Business Administration, Organizational Development or related field
  • HR certification (e.g. CHRP, SHRP, PHR, SPHR)
  • HR Operations Management experience in a university setting
