Responsibilities

Administrative & Operations Management:
  • Manages, plans, and administers a full range of administrative operations for People & Culture (formerly Central Human Resources).  
  • Supervises, appropriately delegates, and performs administrative activities including, but not limited to: financial transactions, purchasing, metrics and analytics, event planning, office space planning, facilities, and IT & equipment management, to People & Culture. 
  • As part of the administrative portfolio, may attend the Chief Administrative Officer meetings to develop cross-campus partnerships and synergies. 

Financial Planning & Analysis (FP&A):
  • Provides financial leadership across headcount planning, budgeting, forecasting, and long-range planning for People & Culture.
  • Key contributor to financial planning and reporting deliverables - including monthly financial presentations to business partners, quarterly reporting/forecast, and annual budget.
  • Builds financial models to support long-range planning and evaluate near-term investment/growth decisions.
  • Supports process improvements and contribute to analytical projects, including development of financial dashboards and metric scorecards.
  • Advanced analytical finance and budget management.
  • Serves as a department subject matter expert for finance and budgeting.
  • Serves as subject matter expert for the department in areas of business process analysis and design, system or procedure testing and implementation, documentation, security, workflow, and customer feedback.
  • Prepares department MOUs across the organization for the transfer of employees to/from department as well as services to be provided across campus.
  • Manages the internal transfers by working directly with senior financial leaders in other departments.
  • Maintains department chart of accounts, budget allocations, and other related business processes including submitting proposals to the Campus finance committee for additional funding and funding proposals to UCOP.
  • Supervises support staff and/or a small number of professional staff, including financial and metrics/data analysis professionals, within People & Culture. 
  • Prepares short and long range planning for financial and administrative services operations and improvement to processes. 
  • Represents the department on business affairs to the institution community and may serve on committees, as needed.  
  • May act on behalf of the AVC-HR for delegated authority of duties which may include career waivers, time cards while on vacation, and other delegations as assigned.

Required Qualifications
  • Advanced knowledge of or ability to quickly learn University rules and regulations, processes, protocols and procedures for budget, account and fund management, and personnel management.
  • Advanced knowledge of financial analysis and reporting techniques, human resources policies and procedures for staff and academic employees.
  • Knowledge of or ability to quickly learn common University -specific computer application programs, including but not limited to Bear Buy, Cal Answers, BFS, Travel and Reimbursement Portal, and Cal Planning
  • Advanced knowledge of a variety of administrative operations activities such as event planning, basic sponsorship processes, risk management planning, accounting and payroll, MOUs, and regulations and guidelines.
  • Advanced interpersonal communication skills to include verbal and written, active listening, critical thinking, and persuasiveness, diplomacy, influencing, advising and counseling skills.
  • Advanced skills in short and long term strategic planning, analysis and problem-solving and customer service.
  • Advanced ability to quickly evaluate complex issues and identify multiple options for resolution.
  • Broad knowledge of leadership and management skills required to lead support and professional staff.

Education/Training:
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications
  • Advanced knowledge of Excel and experience with Hyperion Essbase, Oracle Financials, preferred.


Salary & Benefits

This is an exempt, monthly paid position.  Annual salary is commensurate with experience between the range of $70,400 - $110,800.
