Primary Purpose of the Organizational Unit

The University of North Carolina at Greensboro (UNCG) Center for Youth, Family and Community Partnerships’ (CYFCP) mission is to build the capacity of families, service providers, researchers, teachers, and communities to ensure the health and well-being of children and youth.

Position Summary

CYFCP is seeking an experienced clinical leader as the Project Manager for their state level care coordination efforts. UNCG is seeking someone with experience in: working at the macrosystem level across multiple areas including working with behavioral health, juvenile justice, child welfare, education and other community stakeholders; ensuring services are family driven and youth guided; and providing supervision to up to 7 staff over the next two years. It is essential that this individual is able to work with state office personnel across various departments and be a link to the local community and UNCG team members. This work is based in Raleigh and the individual hired in this position will represent state level mental health’s vision, priorities and values to various stakeholders.

Minimum Qualifications

Master’s degree in social work, psychology, counseling, education or other related fields.
At least three years’ experience in providing macrosystem level cross-system support to mental health and other areas such as juvenile justice, child welfare, education, public health-please provide explanation in the application cover letter.
Experience in providing supervision to staff working with children/youth behavioral health/mental health services-please provide explanation in the application cover letter.
At least one (1) year of experience in providing an evidence based behavioral health model-please provide explanation in the application cover letter.
Licensed or license eligible in the state of NC including LPC, LCSW, LPA, LMFT.

Preferred Qualifications

One year of experience in consulting on, or supervising the provision of evidence based behavioral health model of intervention.

Works with NC Division of Mental Health Developmental Disabilities and Substance Use Services, NC DHHS (funding office)

Essential Tasks

1. Maintains proactive communication with multiple partners and stakeholders.
2. Oversees the development of the training plan for all tiers of care coordination.
3. Facilitates contracts for state tiered care coordination entities such as managed care organizations.
4. Convenes application review committee and facilitates review of applications and vetting of new tiered care coordination sites.
5. Develops allocation letters and project plans for Local Management Entity/Managed Care Organization (LME/MCO) project leads and ensures timelines are met and provides consultation for local implementation barriers.
6. Monitors evaluation contract to ensure tracking of 1) outcomes, 2) system changes, and 3) return on investment and the development of accessible progress reports.
7. Elicits assistance from state level agencies when local teams face challenges in coordinating care that cannot be resolved on the local level.
8. Prepares for scaling up with additional sites by revising protocols, procedures, and training based on continuous quality improvement process and utilizes lessons learned from project to develop and enhance statewide expansion of care coordination and High Fidelity Wraparound (HFW) services within training program.

Care Coordination Training Program

Essential Tasks

1. Supervises UNCG High Fidelity Wraparound Training Program Staff (currently up to 7 staff over the next two years)
2. Works with Implementation Specialists on their coaching and monitoring of care coordination activities including High Fidelity Wraparound
3. Coordinates with Implementation Specialists to support training and credentialing of wraparound teams and aspects of team work including site readiness, onboarding and expansion of teams
4. Provides leadership to UNCG’s internal work plan and to the state level HFW Strategic Plan.
5. Works with the UNCG Principal Investigator on the Scope of Work deliverables on High Fidelity Wraparound for the state.
6. Assists with coordination of contracts and training regarding HFW sites and partners.
7. Utilizes national consultation, dashboards and other local data to support quality and sustainable statewide expansion.

Coordination – Liaison

Essential Tasks

1. Coordinates and provides liaison for HFW and Tiered Care Coordination programs for the state with UNCG and other partners including training partners, LME/MCOs and their providers, North Carolina Families United, evaluation partners and other stakeholders.
