Job Description

Position Summary:

The FSO(Facility Security Officer) has overall individual responsibility for protecting classified information, a contractual obligation to ensure the effective implementation of security requirements and procedures within the facility involved in classified projects. The FSO is responsible for providing overall efficiency of the security system on behalf of facility management and indirectly of the government. The duties and responsibilities of the FSO are organized, met and controlled by national laws and regulations. FSO ensures compliance with federal security regulations as well as contractual agreements regarding the protection of classified government information under the Nat'l Industrial Security Operating Manual. The FSO is the primary UMKC liaison to Defense Counterintelligence and Security Agency.

Key Responsibilities:

Manage Personnel Security Clearance & Insider Threat.

Position obtains institutional approval and commitment to compliance for NISP security program. Position requires coordination and, at times, approval from UM FSO and/or government officials, such as DCSA personnel assigned to support UMKC’s participation in the NISP.

Position ensures compliance with (1) National Industrial Security Program Operating Manual, (2) U.S. Government export control and sanctions regulations as applicable to the NISP and contractual obligation, (3) UM Collected Rules (CRR), and other internal policies. Position is implementing overarching guidance such as a Standard Practice Procedures for Industrial Security and will coordinate implementation of a NISP-compliant Insider Threat Program in conjunction with the UM Insider Threat Program Plan.

Position reviews and analyzes a variety contractual document and other documents relating to proposing and conducting sponsored research to identify intersections with the NISP or other applicable regulations and, when applicable, develops, implements, and documents the appropriate compliance response.

Position conducts continuing evaluation of NISP compliance, performing formal self-inspection at intervals consistent with risk-management principles. Position works with faculty and other personnel to craft and implement measures to ensure compliance. Position works with faculty performing on classified projects to obtain appropriate security clearances.

Position provides operational oversight of UMKC's compliance with the requirements of the NISP and acts as UMKC's senior security officer.

Position regularly interacts with officials from federal government law enforcement and intelligence agencies in order to exchange sensitive information about ongoing counterintelligence issues that could impact UMKC community. Position will serves as UMKC Insider Threat Program Senior Official, and serve on the UM Insider Threat Program working group that collects and analyzes potentially sensitive information about cleared personnel; information that could be indicative of an insider threat is reported to the appropriate government agency(ies).

Position reviews sponsored program agreements to determine security requirements that would necessitate compliance response. Once evaluation is complete, position works with program staff to develop and implement appropriate protocols as needed to ensure compliance with applicable regulations.

Position has regular contacts with UM Office of General Counsel, UM Facility Security Officer, UM Insider Threat Program working group, Defense Counterintelligence and Security Agency, Federal Bureau of Investigation.

Minimum Qualifications

A Bachelor's degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications

Required Licensure or Certification

Applicant must be a U.S. citizen and possess--or be eligible to obtain--a U.S. Government security clearance. Applicant must complete all DCSA-mandated FSO training within 1 year of appointment. Additional certifications in industrial security preferred.

Functional experience in an academic setting preferred(with relevant experience in classified information, contract experience, sponsored research projects, management of security matters).
