Departmental Overview

This job involves recommending, developing, implementing, administering, coordinating, and/or evaluating Academic Human Resources policies, labor contracts, statutes, programs, and procedures covering one or more of the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; visa procurement; benefits; payroll; training and development; faculty misconduct; and faculty equity.

The Division of Data Science and Information has been created to meet the opportunities and demands of a world in which data, machine learning, and artificial intelligence inform policy and practice in virtually every arena. UC Berkeley, with its excellence across disciplines, is the ideal place to create a vibrant and collaborative environment to propel discovery, education, and impact across these fields. The Division brings together faculty, researchers, and students from computing, statistics, the humanities, and social and natural sciences, mirroring the cross-cutting nature of data science and redefining the research university for the digital age. Core to the Division is a commitment to examining how the digital revolution affects equity and opportunity—and building the capacity to respond to these challenges. Formally established in July 2019 following a multi-year planning process that engaged faculty from across campus, the Division was created in response to intense student, faculty, and workforce demands. To fully support data science in a broad, rich, and deep manner, the Division connects the:

  •         Data Science Education Program,

  •         School of Information, and

  •         Departments of Electrical Engineering and Computer Sciences and Statistics.

    To enhance synergy, the Division includes the:

  •         Berkeley Institute for Data Science and

  •         Data Science Commons, an experimental space designed to advance outstanding new transdisciplinary programs that may not fit into the footprint of existing departments.

    The Division's structure is unique. Its complex structure includes serving as Dean of I School and well as two departments that have bridging relationships with the Division, COE, and L&S.

    The academic personnel and staff human resources leadership of the Division will involve complex working relationships with campus-wide colleagues, as well as the unique challenge of recruiting both academics and career employees for a quickly expanding organization. The Academic Personnel Manager supports the goals and challenges of the Division of Data Science and Information by providing the highest level of responsive, confidential service possible while serving as a resource of information and expertise.

    Responsibilities

    50%  Academic Personnel:

    Provides advice to deans and recommends strategies for addressing sensitive situations involving academic appointees and/or requesting exceptions to policy.
    • Analyzes merit and promotion cases for faculty (Senate and non-Senate). Drafts merit recommendation letters by applying a breadth of knowledge of multiple disciplinary areas. Reviews, analyzes, and generates information regarding the quality and quantity of teaching, research, and service efforts.
    • Facilitates/manages the academic review processes, identifying issues relating to policy and compensation. Ensures timely submission of academic cases and shepherds them through the review process.
    • Heads academic search process AP Recruit, including search waiver requests, the placement of ads, drafting of search plans, and conducting the initial screening of materials submitted.
    • Analyzes and generates information for lecturers' excellence and merit advancement reviews based on the quality of teaching and University and professional service. Draft and/or edit re/appointment memos, excellence reviews and merit recommendations for Unit IX titles.
    • Functions as a technical expert to other Academic Personnel professionals, advising and coordinating processes and procedures for a variety of affiliated units; serves as lead within the Division.
    • Maintains faculty records and personnel files. Ensures tracking of teaching workloads, service commitments, and faculty leaves or sabbaticals. 
    • Participates in researching of information related to grievances and formulating draft responses.

    30%  Staff Human Resources:

    Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices. Conducts highly complex and varied analyses of issues or concepts, such as compensation analysis or FLSA changes, and develops resulting recommendations to the CAO and/or senior management, employing political acumen and integrating information to recommend courses of action and possible implications.  
    • Serves as internal lead to initiate and oversee staff recruitment and/or waivers of recruitment in partnership with ERSO. Will coordinate with ERSO to ensure that jobs are appropriately classified with People & Culture, and ideally written to attract target candidates.
    • Reviews job classification or reclassification requests for adherence to job standards and salary grades, organizational needs at the Division, and HEERA compliance.
    • Reviews resumes and job applications, and/or interviews applicants for positions, or assists with staff interviews as needed.
    • As technical leader provides guidance and training to managers and supervisors on benefits, leaves of absences, compensation programs, personnel policies and procedures. 
    • Tracks organizational change and updates organizational charts as needed. Projects and presents various organizational growth scenarios for senior management. Independently performs data gathering, complex data analysis, & data visualization of Division workforce planning.

    Counsels employees or supervisors concerning sensitive and difficult to resolve work-related problems and recommends to senior management systemic remedies such as training, changes to organizational practices and procedures.
    • Identify and recommend referrals to other campus resources (e.g. Ombuds, Path to Care, Title IX Office, OPHD, etc.) as appropriate.
    • Responds to, and resolves issues related to staff grievances.

    15%  Makes recommendations to Associate Provost, Associate Deans, CAO, DFL, and other senior managers  that affect the strategic direction of the organization.
    • Prepares short and long-range planning for AP/HR operations and establishes processes for the new Division.
    • Develops and implements strategies to engage the Division of Data Science and Information community in ways that contribute to the mission and strategic vision of the organization. This includes the design of initiatives that address issues of inclusiveness, recognition and morale of staff and faculty.
    • Contributes to the annual faculty FTE request and any off-cycle FTE requests.

    5%   Professional Development:

    Seeks out and engages in relevant training opportunities offered on campus. Attend classes that will enhance expertise in job areas. Serves on campus-wide AP and HR committees to counsel on new AP and HR initiatives and to help determine appropriate campus strategies, policies, and improvement practices.

    Required Qualifications
    • Requires advanced knowledge of and ability to apply/interpret system wide, campus and college policies and procedures which govern academic and staff HR.
    • Ability to analyze complex management issues; develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
    • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
    • Demonstrated initiative, tact and planning skills.
    • Ability to communicate effectively with diverse audiences.
    • Requires political acumen.
    • Ability to use high-level of discretion and maintain a high level of confidentiality.
    • Exercises sound judgment and advanced decision-making skills, including correctly identifying real and potential problems, advising management as required, and proposing effective strategic resolutions.
    • Excellent project management and time management skills, strong attention to detail, and the ability to multi-task with demanding timeframes to meet deadlines.
    • Sensitivity to the diverse perspectives and political circumstances within all levels of the campus.
    • Responsiveness and a strong commitment to providing excellent customer service.
    • Knowledge of, or ability to work with HR systems.
    • Advanced knowledge of campus and college goals, priorities and values and the legal and human implications of decisions.
    • Thorough knowledge of system-wide and campus policies, union contracts, procedures, and practices that govern academic and staff HR administration and/or the ability to quickly develop an understanding.

    Preferred Qualifications

    *Knowledge of, or ability to work with HR systems (UCPath, Cognos reporting, Cal Answers).
