Departmental Overview

This position involves developing, interpreting and implementing financial concepts for financial planning, resource planning (dollars), and control of organizational budget. May analyze and prepare recommendations for financial plans, including annual resource allocations, future requirements, and operating forecasts.

The Division of Data Science and Information has been created to meet the opportunities and demands of a world in which data, machine learning, and artificial intelligence inform policy and practice in virtually every arena. The Division brings together faculty, researchers, and students from computing, statistics, the humanities, and social and natural sciences, mirroring the cross-cutting nature of data science and redefining the research university for the digital age. Core to the Division is a commitment to examining how the digital revolution affects equity and opportunity—and building the capacity to respond to these challenges. Formally established in July 2019 following a multi-year planning process that engaged faculty from across campus, the Division was created in response to intense student, faculty, and workforce demands. To fully support data science in a broad, rich, and deep manner, the Division connects the:
  • Data Science Education Program,
  • School of Information, and
  • Departments of Electrical Engineering and Computer Sciences and Statistics. 

To enhance synergy, the Division includes the:
  • Berkeley Institute for Data Science and Information
  • Data Science Commons, an experimental space designed to advance outstanding new transdisciplinary programs that may not fit into the footprint of existing departments. 

The Division's structure is unique. Its complex structure includes serving as Dean of I School and well as two departments that have bridging relationships with the Division, COE, and L&S. The financial leadership of the Division will involve complex working relationships with campus-wide colleagues, as well as the unique challenge of budgeting for a quickly expanding division. The position will oversee and manage the risk for all budgeting and financial accounting. The guidance and analysis provided by this Division Finance Leader will impact and shape how the unit grows. This position is essential to ensure the short and long-term financial viability of Data Science and Information by aggressively overseeing and strategizing the Division's financial assets.

 

Responsibilities

40%  Applies advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future performance and/or resource allocations.
  • Analyzes annual and multi-year budget reports for departmental operating budgets and assists in making projections. Identifies current and anticipated problems, develops solutions, recommends actions, and implements decisions. Formulates strategic plans to utilize current resources fully, obtain new resources when appropriate, and respond to either temporary/permanent budget reductions or allocation of new funds.
  • In collaboration with Division colleagues, determines the financial component of the annual TAS budget process, coordinating and reviewing the Academic Personnel, Curriculum Planning and Student Services data.
  • Creates and updates financial models for decision support of new revenue-generating programs and initiatives.
  • Counsels senior management (CAO, Associate Vice Provost, Associate Deans) on making budgetary trade-offs to meet Division's strategic priorities given financial landscape.  

30%  Performs  highly complex financial or resource research and studies for both internal department and external campus constituents. Engage in campus financial planning and initiatives. Work with the campus to review their division's financial status and maintain the budget process.
  • Represents the department on business affairs to the institution community. Acts as a liaison between the Division and campus central units, including the Budget Office, General Accounting, Capital Projects, Disbursements, and Business. Contracts.
  • Establishes internal financial control and ensure financial procedures are within compliance with UC policies and procedures, conducts financial analysis, assessing the adequacy of the full range of resources, identifies problems areas and troubleshoots to identify resolution strategies.
  • Establishes a process for the ongoing monitoring of budget-to-actuals and meaningful financial management reporting within the division.
  • Utilizes various campus systems to resolve complex financial and budgetary issues: Berkeley Financial System (BFS), Cal Planning, CalAnswers, and other sources and tools.
  • Builds the annual Forecast and Operating Budget in CalPlanning. Performs quarterly variance analysis at L4 and L3 levels and make adjustments to the Forecast throughout the year.

15%  Leads a team of less-experienced analysts and administrative professionals.
  • Develops goals and objectives for Finance office, provides leadership and training to the staff, plans and implements systems, procedures and services, develops ad-hoc reports and control measures, and deals with a variety of complex and unusual problems. Troubleshoots problems and conflicts; provides additional staff training as required. Ensures that business processes, procedures, service delivery and records management are uniform, consistent and efficient.
  • Oversees and performs all management functions, including recruitment, training and coaching, employee development, conflict resolution, and performance management.
  • Assesses training needs for peer managers/or supervisors, and other staff in areas such as sound financial practices, new business systems, and use of financial software or other tools that will improve fund management.
  • Supervises or oversees Admin. Officer 3 position and conducts annual review.

10%  Directs, initiates, designs and provides analytical studies, summary reports and background materials for campus or department administrative officers and managers for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, et cetera, that have a significant impact on individual or multiple departments.
  • Assesses the impact of university academic policies for the Division and integrates faculty recruitment plans into provisional financial plans.
  • Prepares documentation for start-up funding and manages/reports on financial liabilities as a result of commitments.
  • Creates startup and retention worksheets for new faculty. Orients new faculty to campus purchasing and tracks spending over the years.

5%   Participates in professional training and development opportunities as appropriate.

 

 
  
Required Qualifications
  • Has advanced knowledge of finance policies, practices and systems. Demonstrates thorough knowledge and expertise in the area of general accounting and fund management.
  • Ability to work with a diverse group of individuals who have disparate expectations and experience to effectively align the objectives of the Division and University.
  • Ability to identify and analyze information from a variety of sources.
  • Proven ability to synthesize large amounts of complex, qualitative information, formulate and articulate far-reaching policy and procedural recommendations.
  • Requires ability to present complex finance related information in a clear and concise manner, both in writing and verbally.
  • Must be skilled in use of Microsoft Excel and common desktop/web applications.
  • Superior communication, organizational and interpersonal skills; political acumen and ability to maintain confidentiality.

Preferred Qualifications
    Bachelor's degree in related area and/or equivalent experience/training.
  • Advanced degree in related area preferred.
