Director of Academic Program and Policy Analysis

Description

The Office of Academic Affairs performs university-wide leadership and coordination of CU’s academic and research programs. In collaboration with campus executives, the office coordinates the development and review of academic programs for board and state agency approval and serves as liaison to faculty governance groups. The office also oversees the Coleman Institute for Cognitive Disabilities whose mission is to catalyze and integrate advances in science, engineering and technology to promote the quality of life and independent living of people with cognitive disabilities.


Position Summary:
The Director of Academic Program and Policy Analysis reports to the Vice President for Academic Affairs (VPAA) and works collaboratively with system and campus leadership. Coordinating closely with the VPAA, the director provides first level budget and administrative oversight to the Office of Academic Affairs (OAA) and various activities that support the mission and objectives of the office. The director provides expertise and analysis in the areas of academic policy, system-wide reporting for academic programs and initiatives, and faculty personnel issues. The director serves as a liaison to faculty governance groups. The responsibilities of this position are varied in nature, requiring creative, analytical, evaluative, interpretive and critical thinking. This position is exempt from the State of Colorado Classified Staff system. 


Duties: 

Academic Planning, Program and Policy Analysis (35%)

  • Provides research, analysis, and report generation on special projects assigned by the VPAA.
    • Compiles information and writes annual reports including: the Academic Planning and Program Review report and New Degree Progress report. Prepares ad-hoc reports as assigned.
  • In collaboration with the VPAA, develops reports and presentations for the Board of Regents and CU President relating to academic programs, policies and procedures.
  • Conducts research and prepares reports in response to requests for information by the Board of Regents.
  • Monitors policy changes proposed by the Colorado Department of Education and/or Colorado Legislature. When appropriate, assists in developing responses on behalf of the university.
CU System Academic Policy Administration & Development (30%)
  • Serves as the system academic policy coordinator.
  • Performs annual review of existing academic Administrative Policy Statements and records and recommends changes as needed.
  • Coordinates system-wide review of policies with campus leadership, university stakeholders, faculty governance, and the Office of Policy and Efficiency.
  • Develops, researches and writes new policies when appropriate.
  • Consults and collaborates with University Counsel on policy changes.
  • Provides regular review of Regent Laws and Policies related to faculty and students. As needed, coordinates with system and campus leadership to recommend revisions to the Board of Regents.
  • Serves as the point of contact for questions related to system-level or board-level academic policy.
  • Researches academic policies at peer institutions, identifies best practices, and follows national conversations on issues related to academic policy.
Business Operations (25%)
  • Provides oversight, planning and analysis of OAA budgets, including the primary OAA operating budget, digital education initiative, diversity initiatives, and President’s Teaching Scholars Program.
  • Oversees budgets for OAA administered grants and awards.
  • Assists in creating course development and revenue agreements for Massive Open Online Courses (MOOCs).
  • Manages MOOC development budgets, tracks revenue generated from MOOCs, and distributes revenue to campus partners.
  • Monitors activity in system gift funds for which the VPAA serves as fiscal manager.
  • Administers system-level scholarship funds. Coordinates with campus scholarship administrators to award and distribute funds.
  • Provides high-level oversight of Faculty Council budgets.
  • Provides general operational support for OAA programs and initiatives.
  • Supervises content development for the OAA website and other publications.
Faculty Affairs (10%)
  • Serves as a liaison to faculty governance, including Faculty Council, the Educational Policies and University Standards (EPUS) Committee, and other committees or groups when necessary.
  • Reviews faculty sabbatical applications prior to Board of Regent review.
  • Compiles and writes annual and biennial reports on non-tenure-track faculty and sabbaticals.
  • Maintains the online faculty handbook and responds to faculty inquiries.

  • Proficiency in Microsoft Office programs and website content management.
  • Results-oriented and able to work through multiple projects independently.
  • Ability to manage complex, sensitive and confidential information.
  • Exceptional analytical and problem-solving skills, particularly the ability to understand and apply academic policies, identify issues and alternatives, and recommend appropriate action.
  • Proven ability to communicate effectively with university executives.

System Administration, which also houses the Office of the President, is located in the uptown neighborhood of Denver with an office in Broomfield and a few smaller offices located on the campuses. However, this position is located in Denver. Many of our departments support the educational and research missions of the four University of Colorado campuses. Salary: The starting salary for this position is $125,000 and is commensurate with skills and experience.

QualificationsMinimum Requirements:
  • Master’s degree from an accredited college or university.
  • Five (5) years of progressively responsible administrative experience in higher education including policy development, research and analysis, and coordination of shared governance or advisory groups.
  • Three (3) years of experience generating reports for senior leadership.
Preferred Qualifications
  • Experience working with university faculty and shared governance structures.
  • Experience advising senior leadership.
  • Knowledge of the University of Colorado’s organizational structure.
  • Experience managing budgets including allocations, business procurement; independent analysis and research to resolve financial discrepancies.
  • Experience with creative problem solving.
