Major Duties and Responsibilities:

Strategic Financial Operations and Leadership

Serve as the CCIL’s financial lead; develop finance and budget related policy guidelines for CCIL; ensure compliance and responsiveness with University financial and budgetary systems. Responsibility and supervision over the financial and budgetary operations of the CCIL to meet the goals and mission. Work with the Cancer Center Director, the Associate Director for Administration, and other CCIL leadership to further develop and implement the strategic vision for the Institute, and to develop and implement metrics and track progress toward strategic goals. Ensure financial functions are well-aligned and operating efficiently and responsively. Oversight, supervision, mentoring of business and financial operations, and related support staff. Provide expert guidance and advice to Assistant Directors and others with business and operation development activities. Keep CCIL leadership apprised of significant developments. Facilitate informed decision-making by providing reporting and analysis on various budget and finance metrics; develop metrics for business operations and track progress toward goals; organize data gathering, reporting and analysis, organize materials for CCIL leadership to plan, evaluate and strategize. Produce operational and business reports including analysis. Write and submit reports on all matters of importance.

Fiscal and Grants Administration

Establish and maintain clear financial status/management reports. Manage the budget / finances / financial transactions and ensure compliance with university regulations. Provide expertise and support to CCIL leadership and OVCR in the development of the annual budget reporting and budget development process. Coordinate activities with Beckman Institute finance staff. Responsible for financial management system and cost share obligation management. Identify cost efficiencies. Grants management support and coordination with SPA and other grants management entities as needed. Coordinate and provide information to Office of Technology Management on IP related issues.

In coordination with CCIL Associate Directors for Shared Resources, serve as primary financial and budgetary manager to address billing systems, funds transfers, capital needs, and operational budget management. Coordinate financial aspects and processes related to contractual arrangements with external partners, as well as MOU’s and other agreements with internal entities. Coordinate initiation and updating of University agreements (e.g.; MOU’s) and coordinate transfers of funding related to personnel agreements in support of CCIL initiatives (e.g.; Program Leaders).

CCIL Resource Planning

Responsible for resource planning including personnel development and human resources; liaison with OVCR HR and CCIL leadership to determine and set a course for HR strategic initiatives with input from all stakeholders; work with OVCR HR to develop Memorandums of Understanding, letters of agreement and other related agreements on behalf of the CCIL. Liaison with OVCR HR on searches, appointment changes, job description updates and other HR matters.

Work with CCIL leadership to establish short term and long range staffing needs, analyze and establish CCIL compensation plans and set up employment strategies for hires by advising on job descriptions, recruitment initiatives and staffing outlook. Oversee the CCIL performance evaluation program.

In execution of all responsibilities, represent the Institute at all times through a success-oriented, service-focused and professional demeanor. Ensure excellence in all responsibilities. Build, manage and maintain trusted relationships with key partners and stakeholders. Coordinate and work closely with OVCR leadership and staff.

Qualifications:

Required: Master’s Degree in a relevant field and experience demonstrating leadership and program management skills in a complex unit/organization, or Bachelor’s degree in relevant field and 5 years of leadership experience, with 3 years’ program management experience. Alternate degrees or degree fields and combination of degree and experience will be considered/accepted depending on depth and nature of experience and relevance of degree as it relates to this position. Higher education (or other complex unit) administrative experience coordinating or managing finances and/or business operations. Supervisory and/or project leadership experience. Record of highly ethical conduct. Budget focused mindset and financial forecasting abilities and analytical skills, coupled with strong change management skills. Excellent written and verbal communication skills. Ability to function independently and highly self-motivated. Proficiency in Microsoft Office software, including Word, Excel, PowerPoint, and Outlook. Exceptional organizational and time management skills and the ability to balance competing priorities from multiple requesters. Ability to make sound decisions using good judgment and innovative and creative problem solving in pressure situations. Must have demonstrated ability with confidentiality of sensitive matters and a high level of professionalism and attention to detail.

Preferred: MBA. University of Illinois business / finance experience and working knowledge of UI systems and reporting portals. Experience within a research intensive environment. Experience with sponsored project administration.

Proposed start date: as soon as possible after closing date.

Salary: Commensurate with qualifications and experience.

Appointment Status: Regular 100% academic professional appointment, 12/12 month service basis. Benefit eligible position.

Research

Students and scholars find the University an ideal place to conduct research. The Beckman Institute for Advanced Science and Technology is a model for interdisciplinary research, where eighteen research groups from sixteen University departments work within and across three broadly defined themes: biological intelligence, human-computer intelligent interaction, and molecular and electronic nanostructures. The University is also home to the National Center for Supercomputing Applications (NCSA).

Undergraduate Education

The University has a fundamental commitment to undergraduate education. Nearly 28,000 undergraduate students are enrolled in nine undergraduate divisions, which together offer some 4,000 courses in more than 150 fields of study.

Undergraduate admission is highly selective. In the 2001 freshman class, students in the middle 50% had ACT scores between 25 and 30 and ranked between the 83rd and 96th percentiles of their high school graduating classes.

The Arts

A major center for the arts, the campus attracts dozens of nationally and internationally renowned artists each year to its widely acclaimed Krannert Center for the Performing Arts. The University also supports two major museums: the Krannert Art Museum and Kinkead Pavilion; and the Spurlock Museum, a museum of world history and culture. 

Other major facilities include the multipurpose Assembly Hall (16,500 seats); Memorial Stadium (70,000 seats), site of Big Ten Conference football games; and the Intramural-Physical Education Building, one of the largest recreational facilities of its kind on a university campus.
