DescriptionJob Purpose: Under general supervision of General Counsel, provides primary legal support to the GTRI (Georgia Tech Research Institute) Director and GTRI executive-level management on a variety of legal issues relating to GTRI's research activities, including policies and procedures; local, state, and federal laws; and FAR and non-FAR contracting. Facilitates coordination and consultation on all other general legal matters with Office of the General Counsel, including Office of Ethics & Compliance.

 

Major Responsibilities:

  • Provides advice and counsel to GTRI management and employees in connection with research activities, including applicable international, federal, and state laws; University System of Georgia, Georgia Institute of Technology, and GTRI policies and procedures; applicable Federal Acquisition Regulation contract compliance, and public-private partnerships.
  • Facilitates coordination and consultation of all general legal matters with Office of the General Counsel, including corporate law, contracts, tax law, labor and employment law, employee benefits, litigation, security, information, government contracts, environmental safety and health, international law, ethics, and diversity and inclusion.
  • Coordinates with Office of Ethics & Compliance, including GTRI's Ethics and Compliance Officers, on organizational and personal conflict of interest (COI) issues, ethics inquiries, investigations, and promoting a strong ethical culture at GTRI.
  • Coordinates with Institute Communications to respond to public disclosure requests, including the Freedom of Information Act (FOIA) and the Georgia Open Records Act.
  • Advises GTRI's management on complex projects and legal matters, in consultation with Office of the General Counsel, in order to anticipate, identify and mitigate risk.
  • Coordinates with Office of the General Counsel on legal matters and litigation handled by outside counsel.
  • Perform other related duties as assigned.
 

Basic Qualifications:

  • Education: Juris Doctorate from an accredited school
  • Work Experience: Minimum ten years of job related experience
  • Certifications: US Citizenship with the ability to obtain a Department of Defense Security Clearance; Active bar membership with the State of Georgia, or ability to become licensed in Georgia within 12 months of employment
  • Skills: This job requires professionally advanced knowledge of the law, especially as applied within a higher education and research oriented environment required for complete latitude for independent judgement. Such knowledge shall be in GTRI polices, grants, etc. essential to the function of the Institution. Additionally, the ability to communicate effectively with tact and diplomacy are required as are skills in negotiation, strategy development, multi-tasking and relationship building. Use of office and legal related computer applications is required. The person in this position will be expected to work at the highest professional level with integrity, judgment and attention to detail and work as a contributing member of the legal team.
