Position Description:
Capital Programs supports the Capital Improvement Program at UCLA. Capital Programs is responsible for the conceptualization, planning, design, and construction of capital improvement projects for the Campus. In addition to managing projects, Capital Programs develops financial strategies, provides master planning, space planning, and environmental analysis. Staff also prepare and negotiate construction contracts and agreements, coordinate staging plans, and conduct building department reviews of plans and specifications. Capital Programs exercises these responsibilities for a university building program which is among the largest in the nation.
Reporting to the Associate Vice Chancellor for Capital Planning and Finance, the Specialist prepares, maintains, updates, and revises as necessary the Long Range Development Plan (LRDP)-- which guides the physical development of the campus--and ensures campus compliance with provisions of all State (CEQA) and Federal (NEPA) mandated environmental quality laws applicable to University and campus project approval actions. Such actions include health sciences capital projects, housing, real estate leases and acquisitions, academic research projects, off-campus properties, and various license and gift agreements. The incumbent advises campus departments on planning issues such as infrastructure systems, land use consistencies, legal agreements and easements, and community relations. For campus capital projects that occur off campus, the incumbent reviews land use and zoning laws for the city in which the project site is located and provides consistency analyses. Incumbent also participates in the preparation of sustainability plans, policies, and projects.
