Patrol Sergeant - Georgetown University Law Center

Requirements

The Patrol Sergeant oversees the day-to day operations/activities and supervises patrol officers assigned to provide police, safety, and physical security services to the Georgetown University Law Center and community in general. S/he ensures compliance with appropriate written and verbal orders of the Director/designee for all security, police, and safety and traffic matters occurring on and around Law Center property. Reporting to the Director of the Georgetown Police Department (DPS)/designee and working independently with limited supervision, the Patrol Sergeant has additional duties that include but are not limited to:

Supervisory and Administrative
  • Deploys and continuously inspects personnel during tour of duty to ensure compliance with orders and procedures to ensure property and grounds are safe and secure.
  • Ensures compliance with all departmental operations, procedures, and written and verbal directives, scheduling on-the-job training requirements and functions with the Director/ designee.
  • Implements effective management, administrative, and human resource management practices to achieve maximum efficiency.
  • Establishes guidelines and performance expectations while directing police activity and ensures proper initiation of reports, records, and forms completed during tour of duty.
  • Participates in management functions such as employee welfare, recruitment, retention, discipline, evaluations, and performance management and may serve in an Acting capacity as Watch Commander/ Acting Lieutenant.

Policing
  • Directs all police, traffic, and security matters during tour of duty.
  • Responds to all emergency calls for service and monitors non-emergency calls for service, performs the full range of police operations to protect life and property, and takes charge of scenes when required.
  • Ensures investigations of all complaints, crimes, accidents, and incidents in accordance with established policies and procedures and ensures proper reports are prepared with complete and required information.
  • Takes police action for violations of University rules and relevant laws and directs personnel and vehicle access control systems.
  • Comprehends, retains, and incorporates new and unfamiliar changes in policy, procedure, laws, and practices.

Incident Management
  • Responds to law enforcement, special operations, and emergency management incidents/events.
  • Maintains liaison with other public safety and first responder agencies.
  • Implements and directs emergency operations plans when authorized and appropriate to coordinate emergency response and emergency management.
  • Makes decisions regarding what needs to be done by assessing each incident/event, determining the existence of or differences from easily recognized law enforcement situations, and/or selecting alternative lawful and ethical actions.
  • Maintains professional composure in unpleasant circumstances.

Community Relations
  • Maintains professional relations with all Law Center community members and the general public to provide assistance and information, passing on information in a timely manner.
  • Presents lectures, training, orientation, and advice on crime prevention methods and meets with representatives from law enforcement agencies to plan for special events on campus/police related matters.
  • Conducts security surveys of University buildings and property to identify security flaws and make appropriate recommendations.

Requirements and Qualifications
  • Bachelor's Degree from an accredited institution of higher learning
  • Minimum of 5 years law enforcement experience related to public safety, security related, law enforcement, military and/or equivalent supervisory experience with knowledge of criminal/ civil law and police policies and procedures
  • At least 3 years of supervisory experience, east 21 years of age, and a U.S. Citizen
  • Possess and maintain a valid driver's license with no violations in the last three years and able to pass Georgetown University driver's certification
  • Eligible to obtain and maintain a Special Police Officer Commission and any other security related security clearances and pass a detailed background investigation
  • Ability to obtain and maintain certification in Arrest Control Tactics, Baton, and QC-based Aerosol Subject Restraint and other assigned training subjects
  • Must be able to successfully complete all other departmental trainings to include: Crisis De-Escalation Train-the- Trainer or equivalent, Field Training & Evaluation Program or equivalent, Basic Instructor Training Program or equivalent, First line Supervisor Training or equivalent, and Instructor and Lesson Plan Development Training Program or equivalent
  • All applicants are subject to a drug test, physical examination by a medical doctor to University specifications, extensive psychological testing, and physical fitness/agility test as required by the Director
  • Proficient using computers including Microsoft Word, Excel, and email and/or the ability to learn these applications is essential
  • Knowledge of telecommunications equipment is preferable along with administrative and clerical skills with excellent grammar, speaking, and writing skills
  • Experience in and responsibility for critical incident response and notification procedures, as well as experience and/or training in situations involving sexual assault and discrimination (including religious, racial, and sexual orientation), biased based policing and ethics

Technical Qualifications and Specialized Certifications
  • Advanced knowledge of criminal/civil law and police policies and procedures
  • Direct fiscal responsibility and/or indirect fiduciary responsibility for property and equipment
  • Advanced knowledge of emergency management (mitigation, preparedness, response, recovery
  • Advanced knowledge of policing in a higher education environment and applicable laws/policies/procedures/ reporting
  • Demonstrated ability to perform complex functions, establish priorities, and resolve issues as well as to plan, develop, and implement programs/projects

Preferred Requirements and Qualifications
  • Ability to supervise, evaluate, manage, and motivate subordinate police personnel
  • Tact and courteous demeanor when interacting with Law Center community and all citizens
  • Prioritizing tasks and remaining focused when performing multiple tasks
  • Displays discretion, professionalism, and de-escalation use of police powers in a University environment
  • Displays the willingness and initiative to support subordinates and organizational goals in difficult work situations, does not evade responsibility, and follows up on assignments
