The Labor Relations Representative will be hired at the Labor Relations Representative 4, 3 or 2 classification based on experience, qualifications, and education.

Labor Relations Representative 4 (LR4, 0495U):
  • Applies highly advanced labor relations concepts to represent the campus's objectives at the bargaining table and has authority to make binding agreements with local unions, utilizing an understanding of campus goals and priorities.
  • Conducts and guides local negotiations in various bargaining units.
  • Represents the campus as a participant in system-wide bargaining, and has authority to commit campus to system-wide agreements.
  • May lead a team to build consensus in a collaborative manner among diverse entities (for example, campus management, employees, union representatives).
  • Responsible for administering highly complex collective bargaining agreements and for interpreting the agreements.
  • Works with campus senior management to recommend campus position on settlement options.
  • Represents the campus in proceedings, grievances and arbitrations.
  • Advises campus managers and human resource professionals on labor relations and employment law implications relating to highly complex individual and campus-wide issues or courses of action.
  • Works in a highly collaborative manner with others across the organization, external contacts of significance, and members of campus management at all levels.
  • Leads and conducts extremely complex and varied analysis of issues or concepts and develops resulting recommendations.
  • Functions in a lead capacity.

Labor Relations Representative 3 (LR3, 8080U):
  • Under general supervision, handles Public Records Act and Request for Information and other related requests from campus constituents, outside agencies or unions in a timely manner and within prescribed compliance guidelines.
  • Under general supervision, prepares notices to unions, reviews requests from unions and works with designated Labor Advocates or Policy and Practice staff members to ensure a timely and appropriate response.
  • Under general supervision handles moderately medium to complex grievances and questions of a specific group of unionized employees to problem solve on a variety of issues.
  • Works on projects or other requests by the Director, Labor Advocates or Policy & Practice team members while prioritizing work assignments and conducting moderately complex analyses.
  • Works in a collaborative manner with diverse entities across the campus organization.
  • Prepares reports concerning the type and frequency of problems and their solutions including input of data into databases.
  • Ensures managers are in compliance with policies and contract provisions.
  • Analyzes situations that are moderate in scope and complexity and a variety of factors to determine most effective bargaining strategy working in tandem with internal teams.

Labor Relations Representative 2 (LR3, 8079U):
  • Under general supervision handles moderately complex grievances and questions of a specific group of unionized employees to problem solve on a variety of issues.
  • Analyzes situations that are moderate in scope and complexity and a variety of factors to determine most effective bargaining strategy.

Contract and Policy Administration:
  • Analytical & project management responsibility to administer response on collective bargaining, HEERA, & informational obligations.
  • Central person in Labor Relations Dept. for all union access issues; coordinate/draft LR Manager responses to union authorities regarding these issues.
  • Independently coordinate response for contract obligations through independent assessment/analysis.
  • Analyze/assess need for response to requests for information on matters through independent analysis/research to ensure accuracy.
  • Administer/monitor contractual job steward activity.
  • Monitor HEERA, unit exclusion, access violation, employee organization registration by Policy & advise office of record of required changes.
  • Independently determine need to provide notice to employee organizations, taking into consideration HEERA, past practice &/or University management for all contracts/Policy.
  • Independently analyze proposed policy, procedural & work related changes to determine notice requirements/research alternatives to determine response.
  • Analyze reporting/tracking needs & develop mechanisms for executive level reporting.
  • Utilize current program to provide interpretive/trending analysis utilizing various technologies to create reports/identify trends
  • Works in a collaborative manner with diverse entities across the organization.

Relations with Employee Unions:
  • Maintain appropriate union/management relations through all forms of communication with union reps.
  • Responsible to respond to union requests on bargaining & non-grievance matters. Independently analyze data & assess information for release according to relevant records laws, practices, & HEERA.
  • Provide interpretation of Policy & labor contracts regarding rights of unions to access/represent employees & organizing strategies, referring to HEERA principles. In collaboration with LR consultants, conduct labor management meetings, provide research/recommendations in resolution of complex personnel matters.
  • Independently initiate meet & confer/discuss meetings with union organizations, including analysis/assessment & identifying strategy to respond & to convey management's objectives.
  • Collaborate with Compensation to conduct meetings with unions regarding comp. actions;
  • Research & respond to requests for information, recommend solutions to address union challenges, provide logistical support. Independently assure monitoring of system-wide program announcements & ensure notice to local bargaining units.
  • Prepares reports concerning the type and frequency of problems and their solutions.
  • Independently determine need to prepare original or customized communications to management & employees on bargaining, contract interpretation, accretion information, HR issues/updates & instructions for implementation of contract/policy provisions (both confidential/non-confidential communications). Independently respond to communications inquiries.
  • Facilitate collaboration with LR Consultants to prepare post-bargaining session updates for management/supervisors, includes preparation of confidential details for Executive Director & Executive Management.
  • Responsible for drafting response to union activity in collaboration with the LR Manager.
  • Designated lead for Labor Relations website maintenance.
  • Solely responsible for maintaining website design & managing content, including updating union contracts, policy manuals, posted staff department assignments, documents/links, etc.
  • Ensures managers are in compliance with policies and contract provisions.

Special Projects, Training:
  • Independently or in collaboration with consultant, prepare & conduct training to supervisors/managers regarding collective bargaining issues, contracts & policy/contract compliance.
  • Manage &/or support special research projects & assignments that require data collection, critical thinking, analysis, communication, & reporting.
  • Assist in administrative, analytical & back-up support to other Labor Relations Representatives in the department.

  • Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Demonstrates advanced knowledge of campus policies and procedures; advanced knowledge of functional area and understands how work impacts other areas in Human Resources and the campus.
  • Has advanced knowledge of labor/employment law and the principles and techniques of labor negotiations.
  • Demonstrates advanced knowledge of the principles of advocacy in order to represent the campus in complex and sensitive dispute forums.
  • Has advanced knowledge of applicable state and federal laws and court decisions regarding employment related matters.
  • Possesses specialized knowledge within labor relations field.
  • Demonstrates skills necessary to bargain and represent the campus' interests effectively.
  • Demonstrates ability to lead and mentor other labor relations professionals.
  • Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.

Education/Training:
  • Bachelor's degree in related area and/or equivalent experience/training.

Labor Relations Representative 3 (LR3, 8080U):
  • Demonstrates analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Knowledge of the principles of advocacy in order to assist with preparations for representing the campus in various dispute forums.
  • Demonstrates ability to work effectively with diverse constituencies; and work collaboratively with colleagues.
  • Knowledge of campus policies and procedures, or ability to learn.
  • Knowledge of labor/employment law.
  • Knowledge of applicable state and federal laws and court decisions regarding employment related matters.

    • Ability to monitor, enter, review and utilize necessary database information.
    • Knowledge of University of California System-wide personnel practices, policies, procedures and a wide variety of labor contracts and agreements; skill to apply policy and practices.
    • Experience with University of California systems and programs.
    • Ability to learn, master and utilize new applications as they become available.

      LR 4 annual salary will commensurate with experience, training, and education- up to $140,000 anually.
