Department Description

The Office of Human Resources (OHR), Diversity and Inclusion (D&I), and Equal Opportunity and Compliance Office (EOC) all report to the Vice Chancellor of Workforce Strategy, Equity, and Engagement. The purpose of OHR is to provide the University with a full range of human resources services in support of the University’s teaching, research, and public service mission. This includes compensation, classification, benefits, recruitment and staffing, employee relations and dispute resolution, employee recognition, communications and talent development, HR records and information systems, employee communications and business analysis. This position is located within the OHR in the Employment and Staffing (E&S) area, specifically in the Employment section.
E&S is responsible for providing a range of services to the University community including: recruitment of EHRA Non-Faculty and SHRA positions, temporary employment and staffing services, employment eligibility verification and compliance (e.g. criminal conviction checks, credential checks, 1-9/E-Verify, etc.), onboarding of new employees, administration of SHRA layoff policies, transition services for separating employees, and collaborating with the University’s Equal Opportunity and Compliance (EOC) Office on staff (SHRA and EHRA Non-Faculty) equal employment opportunity monitoring and compliance. The Employment team is responsible for administering, overseeing, and managing effective recruitment programs for staff and temporary positions. We provide services and consultation to campus & community partners involved in the recruitment & selection processes, affecting approximately 8,000 staff
(SHRA) and professional (EHRA-NF) positions; provide technical &
strategic/targeted recruitment for vacancies in order to attract, retain, and develop a work force that will effectively carry out the University’s mission; recruit for approximately 1300 vacancies annually; ensure compliance with University, State, and Federal regulations; and promote the University as an employer of choice.

Position Description

Workforce Strategy, Equity, and Engagement’s Office of Human Resources, Employment and Staffing Department, has an immediate opportunity for two Talent Acquisition Partners. These positions are a Human Resources Consultant (Journey) with a working title of Talent Acquisition Partner. These positions provide Human Resources consultation to campus units on SHRA recruitment, employment, layoff, and related policy compliance and HR best practices. The positions will also provide consultation in EHRA-NF recruitment. Positions work within a team of Talent Acquisition Partners in the University’s central Office of Human Resources to serve the campus. Specifically, these positions take direction from the HR Consultant/Advanced, Senior Talent Acquisition Partner. Primary duties of the Talent Acquisition Partner are: consults with all levels of leadership within assigned departments to understand departmental missions and deliver services to help departments accomplish their goals and objectives in employing, motivating, and retaining personnel; consults with department leadership to recruit staff; develops strategic recruitment plans; analyzes hiring trends; consults with departments regarding underutilization in candidate pools to ensure University EEO initiatives are being met; works to understand staffing trends to identify best practices for attracting diverse pools of qualified candidates for difficult to fill positions; reviews SHRA and EH RA-NF applications for qualifications, posts temporary jobs; analyzes and approves RIF/layoff actions; evaluates telework arrangements, attends career fairs, consults on targeted recruitment and advertising; and ensures that recruitment, selection, and pay practices are in compliance with University and State policies.

Minimum Education and Experience Requirements

Bachelor’s degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities

Demonstrated ability to support multiple active recruitments with concurrent deadlines while providing excellent service to multiple internal clients.
Comprehensive understanding of recruiting and employment principles, theories and concepts and knowledge of both traditional and contemporary practices and techniques.
Knowledge of relevant human resources laws and practices (such as ADA, ADEA, Title VII, AA/EOE, and OFCCP, general statutes, and policies, procedures and regulations) and the ability to apply them appropriately understanding the impact as they relate to University, State, and Federal regulations. Demonstrated track record of reliability, professionalism, integrity, and good judgement.
Exceptional communication skills with the ability to convey complex messages and concepts clearly and completely to a diverse audience.
Demonstrated ability to develop and cultivate trust and rapport with management and our diverse university community and applicants.
Ability to conceptualize, develop, and implement creative solutions addressing a wide variety of HR needs especially related to talent acquisition.
Proficiency in Microsoft Office software and ability to learn new and emerging software.
Must possess strong customer service and negotiation skills.
Strong organizational skills with the ability to effectively prioritize and complete daily tasks as well as short- and long-term projects concurrently.
Ability to develop and deliver formal and informal training and presentations.

Preferred Qualifications

Master’s degree in Human Resources
Recruitment experience in a higher education setting.
Familiarity with State of North Carolina and UNC system policies, procedures, guidelines, and regulations with regard to recruitment, selection, and employment.
Relevant professional certification(s) such as SHRM-CP, SHRM­-SCP, PHR, SPHR, CIR, ACIR, CDR, CSMR, CSSR, etc.

    Location: UNC is located in the heart of Chapel Hill, the best college town in America! It's a friendly town of about 40,000 in the geographical center of North Carolina.
