Position Description

Under general supervision, the Director, Purchasing Services functions as the chief procurement officer of the District and is responsible to plan, organize, manage, direct and supervise the daily activities and operations for purchasing, contracts, warehouse, receiving, distribution, mail services, store inventory, and fixed assets in a manner to ensure that all ethical and legal requirements are met while providing economy, efficiency, and effectiveness. In addition, the Director, Purchasing Services will develop, recommend and implement procurement and contracting policies and procedures, explain and interpret purchasing principles and perform complex contract negotiations, public bids, requests for proposals and qualifications and training.

Responsibilities

• Direct, plan, and organize, the projects, activities and operations of Purchasing Services, including purchases and contracts for materials, equipment and services, public works, warehouse, US mail and District mail, inventory, and asset management;
• Provide technical expertise regarding assigned functions; interpret and assure compliance with applicable laws, codes, regulations, and restrictions related to procurement and contracting;
• Negotiate contract terms and conditions, purchases, and prices with vendors according to established guidelines; obtain quotes; maintain professional working relationships with vendors and contractors;
• Supervise and manage the development of bids for college goods and services, requests for proposals, requests for quotes, and furniture-fixture-equipment procurements and inventory; perform bid and cost analyses, recommend contract award;
• Supervise and manage the development of public works bids, requests for proposals, requests for qualifications, and other public works construction procurements; develop and/or assist in the preparation of bid and contract documents for public works projects, conducting pre-bid meetings and bid openings, and in evaluating bids and recommending award;
• Assist with the administration of district-wide policies and procedures to ensure conflict of interest compliance, prevent unauthorized receipt of gifts, and to ensure agreements for independent contract services comply with collective bargaining agreements and human resources policies and procedures;
• Review, process, and approve, as appropriate, requisitions, specifications, change orders, notices, and other documents, as needed;
• Review and approve all vendor contracts to ensure compliance with district insurance requirements; maintain vendor insurance certificates;
• Establish and maintain vendor/contractor databases and information files; evaluate and recommend action on vendor performance; monitor vendors/contractors for compliance with PO, contract, or bid documents; evaluate delivery response time and quality of goods and services;
• Direct and supervise warehouse activities including receiving, delivery of supplies and equipment, inventory, asset tagging, surplus sales, salvage and/or obsolete items and District mail services;
• Prepare board agenda items and/or resolutions for bid awards, contracts, change orders and other documents related to assignment;
• Provide day-to-day leadership on purchasing and warehouse operations, and work with staff to ensure a high performance, customer service-oriented work environment that supports achieving district objectives and service expectations;
• Develop and recommend policies and procedures for district's procurement activities and warehouse operation;
• Develop and maintain a source of supply for commodities and services and make recommendations to buyers and requisitioners;
• Participate in the development, administration and oversight of departmental budget.
• Develop, prepare, and maintain detailed and comprehensive reports, correspondence, records, and files related to district's operations and activities;
• Ensure proper account coding, budget and approvals obtained for all orders; apply fixed asset rules and regulations to purchases; coordinate the maintenance of the district's fixed asset inventory system;
• Attend and participate in professional group organizations, stays abreast of new trends and innovations in the field of purchasing;
• May assist executive director with District's Facility Rentals program;
• Train, supervise, evaluate, and direct the work of personnel as assigned; plan, coordinate, and arrange for staff training as appropriate;
• Other duties as assigned consistent within scope of assignment.

Qualifications

MINIMUM QUALIFICATIONS
• Bachelor's degree from an accredited college or university in accounting, business administration, finance, legal studies, public administration, or a related field.
• At least five (5) years of increasingly responsible purchasing, contracting, and business management experience, including at least two (2) years of experience in an administrative or a supervisory position.
• Knowledge of the California Civil Code, Education Code, Government Code, Labor Code, Public Contract Code, California Uniform Public Construction Cost Accounting Act, Title 5 of the Code of Regulations, and the Department of General Services, Division of the State Architect.
• Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of a community college environment.
• Knowledge of:
◦ Principles and practices of management, including goal setting, program development, implementation and evaluation;
◦ Principles, practices, methods, and procedures of public agency finance, procurement and contracting, preferably in public education;
◦ Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures;
◦ State and federal laws and regulations governing procurements and public works;
◦ Budget preparation, planning, and control;
◦ Oral and written communication skills;
◦ Community college programs and services;
◦ Computerized purchasing and financial systems;
◦ Public institution systems and management.
• Ability to:
◦ Plan, organize, and administer purchasing, contracts, warehousing, manager functions;
◦ Direct, manage, and evaluate a complex and diverse program of purchasing, contracting, warehousing, mail, and business functions;
◦ Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws and regulations;
◦ Develop procedures and policies;
◦ Communicate effectively both orally and in writing;
◦ Establish collaborative relationships and communication with faculty, staff, administrators, government officials, vendors, students, and members of the public;
◦ Work independently with little direction;
◦ Prepare budgets and manage expenditures;
◦ Analyze, interpret, summarize and present administrative information and data in an effective manner;
◦ Prepare comprehensive narrative and statistical reports;
◦ Research and evaluate market trends and conduct analysis and forecasting;
◦ Direct and motivate assigned staff;
◦ Select, train, supervise, and evaluate the performance of assigned staff;
◦ Direct and motivate assigned staff.
DESIRABLE QUALIFICATIONS
• Master's degree from an accredited college or university in business administration, finance, public administration, or a related field.
• Experience as an administrator of comparable responsibility to this position in a public four year California college or university, community college, or school district.

CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month, management position, Level III, Range 27 of the Management Salary Schedule with starting salary of Step A, $10,206/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
