Shift: Normal day shift four days per week; 10:00 a.m. - 6:00 p.m. one day per week. May be required to work evenings/weekends for events, as needed.
Regular Days Off: Saturday and Sunday (may be required to work as needed)
Supervision Received: The Financial Manager receives supervision from the Dean of the College of Graduate and Continuing Education.
Supervision Exercised: Two accountants and one part-time bookkeeper.

Salary: $53,000.00-$60,000.00

General Statement of Duties:

The Financial Manager is responsible for the day-to-day financial operations of the College of Graduate and Continuing Education. This includes overseeing and actively participating in the following functions: processing, reconciliation, discrepancy resolution, and maintenance of all CGCE student accounts, accounts payable, accounts receivable, CGCE payroll, and maintains records and accounting transactions. Additionally, the Financial Manager will assist in budgeting, financial planning, management and reporting, analyzing data, contract management, and developing business-based policies and procedures. Provides leadership and supervision to the Business Office staff and has peripheral knowledge in all operational areas of the College, including but not limited to, admissions, student records, academic programs and other relevant areas.

Duties and Responsibilities:

Essential:

  • Directs and performs all financial activities for CGCE student accounts; including but not limited to billing, student payment plans, and financial appeals.
  • Makes recommendations related to CGCE financial operations and student accounts to improve efficiency and reduce manual and/or redundant processes while increasing satisfaction for the overall student experience.
  • Supports and assists in development of CGCE budgets, financial forecasting and analysis, maintains and updates the multi-year financial plan model, and manages the debt portfolio.
  • Provides advice on key budget and financial issues, identifies risks and opportunities, and recommends possible solutions and alternate courses of action for different financial situations and scenarios.
  • Prepares and develops internal financial reports, monitors and communicates progress toward achievement of financial objectives, and identifies trends driving positive and negative variances to plan on a monthly and quarterly basis.
  • In collaboration with the University Bursar and technology support, ensures compliance, accuracy, and oversight with various software systems related to CGCE Business office functions, including but not limited to, payments/refunds, health plans, and tuition/fees rules for accurate billing calculation.
  • Maintains and assures record compliance for federal and state regulations such as student account records, invoices, and contracts. Ensures compliances with University policies and external regulations to include, but not limited to: Payment Card Industry (PCI), Massachusetts state health insurance and the Family Educational Rights and Privacy Act (FERPA). Communicates changes in University policies and procedures and changes in financial regulations to staff and those affected by the changes. Serves as the CGCE Record Liaison.
  • Oversees all processes related to contracts, requisition orders, purchase orders and invoicing. Develop policies and procedures and maintains all external agreements, such as Memos of Understanding (MOU) with community partners. This includes managing and maintaining a record system for all MOU relationships.
  • Ability to work closely with multiple constituents of the University, including but not limited to, CGCE, Administration and Finance, Academic Affairs, and Enrollment Management.
  • Additional projects and duties as assigned.

Non-Essential:

  • Serve as liaison to other campus departments and committees as needed.




Requirements:
Qualifications:

  • A minimum of a bachelor's degree or equivalent combination of education and experience is required in a relevant field, such as accounting or business management.
  • Requires detailed analytical skills and a high level of accounting skills and knowledge.
  • Proficiency in computer applications.
  • Evidence of strong written and verbal communication skills.
  • Ability to work independently as well as collaboratively within a team environment.
  • Must be well-organized and have the ability to multi-task and prioritize.
  • Demonstrates a high level of professionalism in working with confidential materials.
  • Availability for some evening and weekend hours, including one evening per week.
  • Valid driver's license.
  • Supervisory experience preferred.




Additional Information:
Salary:
For the majority of new employees, the minimum starting salary will apply. Specific salary for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining and state policies and procedures.
