The Division of Finance and Administration Services is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division has more than 800 employees. The Division is led by the Vice Chancellor of Finance and Administration. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. The Division is responsible for more than $800 million of activities within the University and its affiliated Foundations. Within the Division, Financial Services is responsible for all budget and financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources. Within the Financial Services unit, the Payroll Office is responsible for ensuring that the University is in full compliance with the IRS and INS rules and regulations governing all payments to non-resident aliens. A high level of knowledge and accuracy is demanded in the processing of payrolls to satisfy customer demands and to maintain compliance with the extensive and complex regulations and policies of the Federal and State government and University. The office successfully pays all employees through the use of two highly automated and complex systems Banner HR and Banner Finance as well as integrated time and attendance systems including Kronos Time and Attendance. The Payroll Office personnel work very closely with the Human Resource office personnel, the vice Chancellors of Academic Affairs and Health Affairs EHRA personnel; personnel in Grants and Contracts and personnel within the Budget Office to ensure employee assignments have been entered correctly into the Human Resource System. Excellent customer service is also demanded working directly with University employees.

Job Duties

This position will report to the Payroll Director. The position will be responsible for reconciliation of personnel benefits on a semi-monthly basis between Banner’s benefit deduction reporting and third party benefit systems. The position will identify, research and resolve all discrepancies in a timely manner and apply all policies, procedures, laws, and regulation.
This position will analyze overpayment calculations of benefit deductions and ensure compliance with all policies and procedures. This position will be responsible for reconciliation and filing of Multi-State Tax Reporting with regard to Payroll tax liabilities. This position will review and reconcile for accuracy all garnishment withholdings prior to submission to agencies, researching any discrepancies. The selected candidate will be expected to demonstrate sensitivity in dealing with confidential matters, demonstrate attention to detail and organization, and be able to handle multiple tasks simultaneously. The expectation is that this position will be able to make independent decisions in the above areas with a focus on accurate and timely reconciliations. This position will not have any supervisory roles.

Minimum Education/Experience

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in accounting; or Associate’s degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

License or Certification required by statute or regulation

Preferred Experience, Skills, Training/Education

Prefer a candidate with a Masters of Business Administration degree (MBA) and/or a Master of Science in Accounting (MSA).

Experience with Banner, e-print, ECUBic Report Manager, Microsoft Office (ex. Word, Excel, Outlook) is preferred.

A strong understanding of Microsoft Excel and its capabilities including how to create and use pivot charts is also preferred.

Excellent written and oral communication skills.
