Primary Purpose: Under the direction of the Director, coordinate and oversee all financial aid technical processes. Responsible for internal management and coordination of financial aid data and related systems. Serve as the primary resource for generating the research and statistics necessary for Financial Aid assessment projects.

Terms of Employment:

• This is a 12-month exempt position at pay level 22 in the Administrative salary schedule.
• Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
• Requires the provision of official transcripts upon hire.
• Upon hire, must pass criminal and/or driving history; only information relevant to the position will be considered.

Essential Functions:

Program Coordination

1.Serve as the primary staff person/lead functional analyst for other financial aid programs including analyze, identify process improvement and project manager responsible for application software implementation; coordinate, track, and evaluate software changes related to all financial aid business processes.
2.Utilize Banner Support Center and monitor Banner student list-serve and Commons forum from an end user perspective to recommend work process improvements or identify issues that might affect workflow, institutional requirements, institutional policies, and/or student communications.
3.Coordinate Banner Financial Aid module security groups in conjunction with MIS Team and serve as the Data Steward for Financial Aid related data at COCC.
4.Manage, award and reconcile state grant programs and other OSAC-related scholarship funds.
5.Develop and deliver detailed Financial Aid related workflow training to Financial Aid staff, and as appropriate, to other areas within the institution.
6.Responsible for analyzing and identifying work process improvements and implementing changes in support of creating greater communication to students and efficiency in services; where appropriate, develop electronic processes to supplant manual activity. Under the guidance of the Director, involve affected departments and provide training as needed.
7.Serve as the primary staff person/lead functional analyst for other financial aid programs including analyze and identify process improvement and project manager responsible for application software implementation.

Financial Aid Software Technical Support

8.Provide technical advice, troubleshooting and support to Financial Aid department including creating reports, data extracts and data analysis. As it pertains to financial aid, provide expertise, support and training on technical and functional issues for campus faculty and staff, including development of appropriate technical or process documentation.
9.Serve as a liaison between COCC’s Information Technology MIS staff and Banner end users (primarily Financial Aid) to implement appropriate system changes and identify and prioritize projects. Coordinate technical efforts with appropriate Information Technology (IT) personnel.
10.Manage the letter generation process from Ellucian Banner software to optimize use, resolving problems as they occur; write complex population selections (internal Ellucian Banner process) to identify problem areas, audit data or improve levels of service to students.
11.Serve as the lead staff person responsible for developing documentation and training materials and planning staff Banner training; provide end user and “train the trainer” training as appropriate.
12.Manage, and maintain financial aid workflow processes and documentation, particularly as they relate to the use of Ellucian Banner software, data communication with outside sources, and the use of the software they may provide. Write and maintain user and system documentation for all desktop applications developed.

General Office Duties

13.Gather information from others in department and design desktop applications, reports and procedures to meet specific needs.
14.Assists the Director by reviewing and analyzing federal, state, and private program rules, laws, and regulatory material, identifying changes needed especially those related to work flow and data systems.
15.Assists the Director as the liaison to the COCC IT department, U.S. Department of Education, Oregon Student Assistance Commission, and other financial aid delivery providers, as it relates to the software systems used.
16.Perform project management and participate on project teams responsible for application software implementation and upgrades. Determine project scope and staff resources needed to complete projects; prepare project work plans; monitor project milestones and report project progress to appropriate staff. Work closely with technical and end users to ensure timely and efficient completion of projects.
17.Presents public presentations regarding financial aid opportunities, programs, and processes.
18.Assists students with financial aid related issues via phone, email and in-person.
19.Participate in college committees, teams, and task forces as assigned.
20.Performs other duties as assigned, as they pertain to the overall objective of the position.

Knowledge, Skills and Abilities:

Individuals must possess these knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the duties and responsibilities of the job, with or without reasonable accommodation, using some other combination of skills and abilities. 1.Ability to work with complex technology-based systems in an enterprise environment to include strong functional knowledge of Ellucian’s Banner Financial Aid module, Microsoft applications (Word, PowerPoint, Excel) and experience with relational databases and reporting software required (Argos, Access).
2.Must be able to write complex population selections and utilize campus reporting tools to identify problem areas, audit data, generate reports or improve levels of service to students.
3.Must be able to effectively communicate, both verbally and in writing, technical and complex issues with both end users and technology staff.
4.Must be able to work independently, serving as the lead staff position for many projects, as well as part of a team to solicit feedback and implement projects.
5.Ability to understand and use software to create work applications and reports.
6.Ability to identify workflow problems, analyze results and create resolutions using appropriate resources.
7.Ability to read, analyze, and interpret federal, state, and private program rules, laws, and regulatory material.
8.Ability to work cooperatively with and contribute to a diverse workplace through ideas or experience.
9.Must be able to demonstrate effective training and presentation skills.
10.Must be a self-starter, work collaboratively, highly motivated and possess good judgment in identifying issues, stakeholders and priorities.
11.Must be able to create requirements documentation and functional specifications.
12.Must be able to work positively and effectively in a team environment.
13.Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.

Physical Demands and Other Ergonomic Requirements:

OTHER ERGONOMIC REQUIREMENTS: Working hours are typically Monday through Friday, 8 am – 5 pm (Wednesdays until 6 pm); occasional evening and weekend hours required. Expect to work between academic terms. Computer screen work 50 percent of the time. Work is performed in an ordinary office, mostly sitting with extended standing and some lifting under twenty pounds. All individuals are required to be able to perform the essential functions with or without reasonable accommodation.

Minimum Qualifications:

1.Bachelor’s Degree in Computer Information Systems, Computer Science, Research and Management or related field; significant and relevant work experience and education / training may be substituted for this requirement.
2.Demonstrated use of advanced features of Microsoft products particularly Access, Excel, Word and Outlook.
3.Current or significant experience working as a systems analyst or configuring information systems.
4.Experience as a business systems analyst or significant experience analyzing and organizing documents or process systems.

Organization

Central Oregon Community College, the oldest two-year college in Oregon, provides comprehensive college services to the residents of its 10,000-square-mile district.

COCC offers two-year associate degrees, transfer/lower division programs, career and technical education degrees and certificates, developmental courses, continuing education and community learning classes, industry-specific training programs, and business management assistance.

The College's main campus is located on the western edge of Bend, a city known for its natural beauty and its proximity to diverse recreational opportunities. The location affords spectacular views of the mountains from nearly every point on the 201-acre campus. The Redmond Campus, located 20 miles north on 25 acres near the Redmond Municipal Airport, offers all of the courses necessary to earn an associate degree. In addition, it is the home of the Manufacturing and Applied Technology Center.

Thanks to a successful 2009 bond measure, COCC has constructed campus facilities in Madras and Prineville, opening the two campuses in 2011. In Bend, new health careers and science centers opened in 2012 as well as a technology center in Redmond.

A branch of Oregon State University is located on the Bend campus. OSU-Cascades offers upper division and graduate programs on the COCC campus.
