To perform a variety of technical and confidential duties related to the processing and administration of the district's employee payroll and to supervise a staff of payroll technicians, assistants and support staff involved in smooth and efficient payroll administration; to serve as a resource to management and staff on the computerized human resources payroll system; to ensure that employees are paid in an accurate and timely fashion to ensure District compliance with applicable laws, guidelines and mandates; to assist in the research, interpretation, and processing of labor agreement and collective bargaining obligations as they relate to payroll matters; to maintain a variety of confidential and sensitive payroll records and files; and to provide training and consultation to staff in areas related to compensation, benefits, retirement, and related areas of human resources and employee relations. SUPERVISION RECEIVED AND EXERCISEDReceives general direction from assigned manager. Incumbents work within a broad framework of standard procedures and objectives. Incumbents in this classification assign, coordinate, supervise and evaluate the work of others.
esponsibilities and Duties:Reviews, analyzes, interprets and administers laws, policies, administrative regulations and District policies to ensure accurate payment and report of District's payroll for all employees.Administers withholding for taxes, social security, unemployment insurance and retirement.Prepares monthly, quarterly and year-end government mandated reports and returns, determines taxability of non-wage payments, remit timely payments of all withholding taxes, retirement and unemployment insurance. Maintains contact with IRS, SSA, DOL, EDD, DHS, FTB and other regulatory agencies to ensure the District has received and reported accurate information and is in conformance with regulations.Implements and facilitates District salary schedules.Processes and edits W-2 forms as needed; computes and generates salary and benefit cost projections for budget development and collective bargaining obligations; maintains accurate balances of payroll expenditures for reconciliation with the District's budget; maintains a detailed control sheet for each payroll period.Oversees and administers third party deductions.Administers human resources payroll computer database; ensures that payroll calculation utilizes the most current tax and salary tables, and social security and Medicare rates; sets up and maintains computerized absence tracking master files in accordance with established District policies and procedures and applicable bargaining agreements; provides training and direction to staff on the payroll database and reports; interacts with the HRMIS Analyst and District Information Technology staff to develop, enhance, and modify departmental computing hardware and software.Oversees CalPERS and CalSTRS reporting requirements. Prepares a variety of statistical and analytical reports as required including taxation information, collective bargaining unit, and tax shelter annuity reports.Oversees,, investigates, and resolves individual staff payroll related problems. Provides technical assistance to employees and all departments for all payroll-related questions. Serves as a liaison for the District to various agencies and governmental units; responds to inquiries and assist in internal and external auditing. Coordinates with the Instruction department to calculate and pay banked units converted to hours for recently retired faculty.Interviews, trains, assigns, schedules, supervises and evaluates payroll employees.Performs related duties and responsibilities as required. Knowledge of:Effective supervision techniques and practicesPrinciples, practices and terminology related to payroll administrationBasic principles and procedures of governmental accounting and auditingCurrent requirements and regulations of taxing authorities, financial institutions and other entities related to payroll deductionsBasic mathematical principlesGeneral and specialized human resource payroll and management software packages, databases, internet navigation, spreadsheet and word processing applicationsStandard office procedures and equipment; computer operations and software applicationsPertinent Federal, State and local laws, codes and regulationsTechnical payroll accounting and mathematic skillsAbility to:Supervise and direct the work of assigned staff to achieve the goals of the payrollfunction as a part of the Office of Human ResourcesCommunicate with technical and non-technical users clearly and concisely, bothorally and in writingPrioritize work while maintaining a high level of customer servicePerform a variety of technical payroll processing functionsEnsure that all payroll deductions are proper and accuratePerform accurate and efficient mathematical calculationsPrepare a variety of accurate and detailed financial reportsMaintain a variety of complex and confidential files and recordsEnsure adherence to applicable Federal and State rules and regulationsRespond to requests and inquiries from employeesEstablish and maintain effective working relationships with those contacted in the course of workMaintain confidentiality of sensitive information and work performedSensitivity to and understanding of, the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students and staffEducation and Experience Requirements:Associates of Arts degree in a related field from an accredited college or university. Experience may be substituted for education on a year to year basis.Three (3) years of responsible related experience and at least one (1) year of leadership or supervisory experience.
